Steven son was all but an olucially an nounced candidate today lor the Democratic presidential nomina tion next year. In an informal and unusual news conference la.st night, the 1952 Democratic nominee made it plain to al) who came to question thai he will announce in Novem ber he is running again. Without committing himself fi nally at tills time, Sleven.son out lined what he regards as a possible winning Democratic campaign against president Eisenhower. He said he doesn't believe Eisenhower is "invulnerable" despite the out come of a similar race three years ago. The Stevenson campaign credo, as revealed at a crowded news conference alter a cocktail party and dinner Riven by former Dem ocratic National Chairman Stephen A. Mitchell, was this: 1. Eisenhower has "sharply re versed" the previous GOP loreign policies in favor of "bold and vigor ous" action at the Geneva Big Four conference but those policies could change for the worse again "at any moment." 2. While the Eisenhower admin istration now seems to agree gen erally with the Democrats in Con gress that action is needed on edu cation, health, housing and high ways programs, the Republicans only make promises "and the Democrats believe in action " 3. He has "some misgivings" about the threat offered by the Republicans to federal develop ment of natural resources and what he said is the Eisenhower administration's opposition to "the Democratic concept of government for all of the people and not the few." Having laid down this outline, the tanned and healthy appearing potential candidate toid reporters he will have something definite to say about his political intentions by November. J Several Democratic governors have suggested at the 47th Annual j Governors Conference here that Stevenson had better mfcke up bis mind quickly n he wants men : party's nomination. Stevenson said; he had been listening for a year! to such advice and to some con- trary opinions and "I'll do whac1 I believe is best for the party." What was best for the Demo crats, in Stevenson's obvious opin ion, was to quit thinking about other potential nominees such as Gov. Averell Harriman of New York and Sen. Estea Kefauver of Tennessee. Harriman, who repeated alter a dinner meeting with the former Illinois governor that "I'm for Stevenson," was described by Stevenson as "understanding my thinking." Asked if he thinks he or any other Democrat could beat Eisen hower next year Stevenson re plied: "Anyone could do better against Eisenhower than last time. The Democrats are stronger now."
