When reporters pointed this out to the U, S. delegation Saturday night, the resolution was with drawn hastily for a check but later was reinstated. A U. 3. spokesman said there was not clear rceord the Red Chinese were still members of the postal union, and that any way the United States would never let them be Invited to the con gress. . In Bern, Switzerland, officials of the postal union said today that the Chinese Nationalist, govern ment is tbe recognized representa tive of China in the agency. These sources said Red China's admis sion to the union was for its 1951 meeting only. The other section of the U. S. atomic resolution would give the U. N. Assembly's endorsement to the international atomic energy agency the United States wants to set up, with or without the Rus sians. It also would link it with the U.
