HIGHTOWER WASHINGTON W Trie United States sought today by strong words and tough action to warn Communist China against the dangers of any more plane-shoot Jng Incidents along the Red coast of Asia. But U.S. officials were by no means certain that such outbreaks could be prevented In the future. In fact, the existence of open con flict between Communist cnina and the Chinese Nationalist gov ernment on Formosa Is renamed as carrying a grave risk of more buch affairs. The State Department an nounced yesterday the dispatch of twin protests to the Itcd regime at Peipintr. relayed through the British diplomatic representative there. RESCl'E At the same time of IU nils said that search and rescue operations by American carrier-based air craft will continue as long as there is any hope of finding survivors or wreckage of the British plane shot down off Hnlnan Island last Friday with apparent loss of 10 lives. From Pelping came a deiiant "grave protest" saying the American pi lots had "carried out barbaric at tacks" on the Red planes. The Soviet Communist newspaper Fravda called the U.S. action in shooting down the Chinese planes 'a provocatory act designed to prolong tension In the Far East." Pravda said the Americans had joined the search without an in vitatlon from the British and that the British were angered at tills 'interference." MAIN POINTS The United States protests to Red China made these points: 1. The assault by Chinese Com munist fighters on the unarmed British commercial airliner was a "barbarous and lawless attack." Anions the passengers killed were three American citizens, inciuaing two children, and three otner American citizens, including one child were injured. 2. The subsequent assault by two Chinese Communist lighter planes on two U.S. aircraft was a "unprovoked and wanton attack" In which a Chinese Communist fruuboat also Joined. The note said Ihis attack occurred over interna tional waters "annroxlmatcly 13 miles from Hainan" that is, be yond the coastal area which the Chinese might claim as being cm ne.se territory. 3. The United states demanded that Communist China impose "ap propriate punishment" on the per rons responsible lor mcse attacus. DEMAND 4. The United States demanded that Communist China take "Im mediate effective steps" to make certain that there is no repetition of these attacks. The wording of the protest was about as strong as any which could be used. Protests are standard diplomatic procedure in such in cidents and arc intended to make a case In world public opinion and to provide a basis for olaims for oamages and compensation for loss of life and property and for Injuries as well as warnuig against future Incidents. Communist China has already apologized to Britain for the at tack on the airliner an dotlercd to pay compensation. Farm Experts Visit Oregon Two croups of Turkish agricul turists are visiting Oregon 10 look into modern farming techniques. Pour employes of the Turkish ministry of agriculture are getting information on large-scale farm ing" operations from July 25 to August 7. They are managers of government farms used for devel oping crop varitie3 and livestock breeds suitable for general distri bution in their areas. Livestock production Is the spe cial interest of the second group. It includes 16 persons, nearly all of whom are veterinary college graduates. They will arrive Aug ust 2 for a three-wees visit. Modern techniques of feeding will be explained to them, includ ing .pasture management, feed production and conservation. Their field trips will include stops at farms in Josephine, Klam ath, Lake, Harney, Gilliam, Grant, Jackson, Douglas and Wheel er counties and the Squaw Butte experiment station near Burns. The Roman Catholic missionary says his aim Is to provide a suit able tool for missionaries and others working in the arctic. Husband, Wife Die Suddenly BALTIMORE IjW Mrs. Mae A. flutter Bien, 49, under treatment for a coronary impairment, was warned several months ago that a sudden shock might be too much ior her. Her husband, Charles B. F. Bien, 63, wid apparently in good health, died yesterday after a heart at tack in their home. Mrs. Bien collapsed when her husband was stricken. She died five minutes later. I -v Wl lira Reds Drop Claims On Expatriates HONG KONO W A key to Red China's attitude toward Southeast Asia may be provided by its stand on the issues of overseas Chinese. Burmese sources said last week that Premier Chou En-lai had promised to drop claims to "dual citizenship'" for Chinese who live in Asia outside China proper. Not many Chinese here and Hong Kong Chinese consider themselves overseas Chinese think the prom ise ever will come to fulfillment. The overseas Chinese are key people, of an Importance far out of proportion to their numbers. Their strong ties with China last into fourth and fifth generations largely because they keep Chinese citizenship In addition to that of their country of residence.
