To reach that goal, the Kremlin must count er certain memories of Stalin and Beria and their policies by promisr lug less police terror, more com forts and more food. In this way, the new Kremlin rulers may ex tract greater production and work toward their final strategic aim. - mat aim, it is agreed here, still is Russian economic and political dominance of the world. Weakening of the West must precede the end goal, the diplomats added. And they say that Russia's renewed weekend demand for a Big Four conference Is proof that the Kremlin's foreign policy has not been changed by Beria's re moval. . - First Reptile Believed Dug Up GARNETT, Kan'.
