't!ev Look' Of Russian Policy
Fronts Same Basic Outlines
VIENNA IB Pour weekend de.
velopmenta bave convinced West

berta'a downfall means no change
In the' major outlines of Soviet
policy.
The Reds, they say, will keep'up
their present ' "soft" approach to
the enslaved satellites and the
Vvest, but their long-range aim still
Is to weaken and then destroy the
West. ,
Vienna diplomats, described by
recent visitor Adlai Stevenson as
some ot the best informed experts
outside Russia, said Beria's arrest
li Important, but that It is only
fine move in a far more significant
and dangerous Kremlin game.
"The new Russian rulers are still
out' to win the world,'.' said one
"The soft look Is a temporary look
to deceive two groups of people
ui western Powers ana tne en
slaved masses of communism.
Beria'g arrest Is part of this plan.
"When the time is ripe, Russia
can and will throw it all overboard
and the West had better watch
cm."
Meanwhile, these exnerts said.
these developments show there will
'be no change In the policy of try
ing to win friends by nlceness:

former Premier Matyac Rakosl.

Sleeping Doll
Awaiting Kiss
Buried Pretty
NEW YORK WIMrs. Jeana
Rosenstein was buried yesterday
as she w!shed-"like a jileepuiB

by a kiss from her Prince Charming-.".
The 42-year-old widow, In finan
cial difficulties recently, made the
request in a note sent to her
lawyer Friday.'. Her. body was
found in her apartment later. An
i empty sleeping pill bottle was
nearby.
v Some 300 persons filed past her
coffin yesterday and saw her,
rouged and powdered and clothed
in a pink and navy dress with
matching stole.
Nixon. Soys
He s Busy
WASHINGTON Wl Vice Presi
dent Nixon said yesterday his Job,
much of. It as a liaison man be
tween the White House and Con
gress, keeps him hopping, .
"I'm far busier than when I
served In the House and when I
was a senator from California,"
he told an NBC television audience.
"Three mornings a week I spend
at the white House. Next week 1
will be more than that."
3. The Soviets ended martial law
in East Berlin.
a nnmmiinist Bulgaria agreed
wllb Yugoslavia to set up a mixed
commission to investigate border
Incidents.
All of these developments oc
Mirre after announcement of
ueria's arrest. Between the time
of bis seizure supposedly on June
U and the announcement, tne
Ukrainian Communist party an
nounceu a major short-term pro
gram for raising living standards.
None of these events, the diplo
mats here believe, would have
taxea place had Russian Premier
Oeorgl Malenkov any plans lor a
idvian ot the new tactics that
followed Stalin's death.
xjipioinats here believe that
Beria's arrest does show signs of
u uasic struggle for power in the
Kremlin. But, like other onetime
xvuss.au powers, he now appar
ently is being used as a scapegoat
lor all the errors and ruthlessness
of the Stalin regime.
Tney recall that several years
ago, Gen. Walter Bedell Smith,
wlle U.S. ambassador to Moscow
termed Malenkov a moderate and
Beria an anti-Western, Stalin man.
this is contrary to some specula
tion that has followed Beria's
arrest.
With Yugoslavia's Marshal Tito,
the diplomats here agree that
Malenkov and presumably Foreign
Minister V. M. Mulotov embarked
on the "new look" because of
pressures and failures of the past.
Thousands of Russian soldiers have
seen the relative wealth of the
West, the new dictatorship needs
to secure its position, and the
satellites are threatened by unrest.
But they describe this as a tac
tical, short-term goal. To reach
that goal, the Kremlin must count
er certain memories of Stalin and
Beria and their policies by promisr
lug less police terror, more com
forts and more food. In this way,
the new Kremlin rulers may ex
tract greater production and work
toward their final strategic aim.
- mat aim, it is agreed here, still
is Russian economic and political
dominance of the world.
Weakening of the West must
precede the end goal, the diplomats
added. And they say that Russia's
renewed weekend demand for a
Big Four conference Is proof that
the Kremlin's foreign policy has
not been changed by Beria's re
moval. . -
