It will bring petroleum from the ?ich. . Ca&adiaii prairie - province fields at a time when California Production Is being taxed to meet the state's own needs and when ome imports are being received there. The bank publication described the twin developments as "rais ing the curtain on a new chapter In Western oil history.1' It had this to say about the Pa cific Northwest aspects of the de- velopment: The Trans Mountain Pipe Line was originally financed through the backing of a group of Important American and Canadian oil com panies. The total cost of the 718 mile line, extending from Edmon ton to Vancouver, with a southward extension of 30 miles to a point near Belllngham, will not be far short of 100 million dollars. This figure includes the cost of pumping stations, storago facilities,! ' tidewater rinnks Construction of the line began early ' iu iwi, us completion is scheduled for October of this year. With a diameter of 24 Inches, the line is designed for an ulti mate ' capacity approaching 300, 009 barrels a day. . . The initial , tariff for transporting crude oil from. Edmonton' to Vancouver has been indicated at 45 cents a barrel. The whole area of the Pacific Northwest,-as well as Alaska, has -denended almost entir.lv nnn. HornlS) aa the source of supply. The. early availability of abund ant supplies of Alberta crudes will soon change this picture dras tically. Two of the existing refin eries, at Vancouver are to be en larged from a total current ca- pacity of about 20,000 barrels a day to nearly double that figure. More Important Is the decision of a leading California company, not presently a factor In the Northwest refining situation, to construction of a modern 36,000 barrel a day re finery at Ferndale, Wash., about midway between the Canadian border and Bellingham. Construction on the new refinery Is to begin during the summer of this year and completion Is sched uled for the fall ot ISM, by which time the necessary pipe line con nections will also be Installed. . . The new Ferndale refinery will mark an Important event in the petroleum history both of the Pa cific Northwest and df California. Together with the expansion of re finery capacity In Vancouver, It will almost double the crude oil in put of the Northwestern refining industry. Even more significant Is the fact that this whole regional develop ment, based on the relatively short haul of. crude oil' from Alberta made possible by Trans Mountain Pipe Line, as contrasted with the longer distances and narrowing supplies from California, will re lieve the pressure on California oil fields which are already being pushed to the practical limit of ef ficient operation.
