They said the one thing that might set It enacted would b def time, uiiinlnciug words from the new President that' he wants It. Elsenhower has taken no stand so far on the voluntary, pay-In advance health plan. Dining the presidential campaign, he spoke out against what he termed "so cialised medicine" and for Inv proved, medical service for the DeoDle. The AMA up to now has taken a stand in opposition on only one pnase oi trie program, ama presi dent Louis H. Bauer said a recom mendation that the government buy health insurance for -ome social security beneficiaries out of social seourity funds spells 'com pulsory health insurance" and eventual control of health services by "big government." i The AMA intends to thumb through the entire report before commenting on all of it. Truman, who battled through the years for a compulsory health insurance plan financed by payroll taxes on employers and employes, found the new proposal satisfactory. He said he hoped it would be carried out. Whether his endorsement will have weight with the incoming Republican Congress is. of course, questionable. Truman couldn't get compulsory health insurance ap- j proved even when the Democrats ran Congress. I What the health commission pro poses Is a broad new system, backed by 1, billion dollars of I federal and state funds every year. to help bring medical ere within the reach of everyone who wants it on a prepayment basts. States and individuals could come In or slay out. If they came in, it would be under standards set by the federal government. But ! the insurance plan would be run i largely by local and state boards. Anyone aoie to pay neaitn insur- i ance premiums Just how much W.rlltaar B.Uta far K.l ... a. Inderal and atate funds would pay all or part o( the cost or tnose unable to bear their full snare. As the commission sees It, a. plan should provide not only for hospital and surgical care, as most present voluntary insurance systems do, but also for services of a family physician. It saya the plan should offer dental care to children at lirst, and eventually to everybody, along with expensive drugs, appli. cancel and X-ray service. The commission recommended that some three million people now drawing monthly Old Age and Sur vivors Insurance checks from the social securitv nroaram. and mil, llonj more who will start receiving benefits at 6S. be brourht Into the health Insurance plan. It suggested that the cost be paid out of social security tunas, which are col. lected from taxes on employers ana employes, regardless of wheth er the Deneliciarles are able to meet it tnemselves. This was the phase that drew quick fire from Dr. Bauer. "Under this plan." he said, "the federal government, through pay roll deductions, would pay directly for the medical care of an ever increasing segment of our popu lation and our health services would Inevitably be controlled by Dig government.
