' Ice Harbor Lock, Dam Held Doubly Beneficial WASHINGTON I) Pacific Northwest spokesmen said Monday Ice Harbor lock and dam combine essential national defense and long range peacetime benefits. -. They urged a Senate Appropria tions subcommittee to restore live million dollars for work on the Snake River project to the Army Engineers' civil functions approp riation bill. The Item was cut out of the bill by the House. "While this project Is urgently needed In the Immediate present," said Herbert O. West, executive vice president of the inland water ways association, "after the emer gency has subalded and passed, the same tax dollar expended on Ice H arbor becomes a peace - time dollar of equal merit as the one expended for national defense.". I think there is no question that species' as such are not in danger of extinction.' Ice Harbor's construction also would provide open river naviga tion all the way to Lewlston, Ida., Its proponents said, without the necessity of further work. As to power, witnesses cited earlier testimony by Bonneville and Atomic Energy Commission spokes men that Ice Harbor offered the only logical source of power tor the nearby Hanford plant.
