Snake River project to the Army
Engineers' civil functions approp
riation bill. The Item was cut out
of the bill by the House.
"While this project Is urgently
needed In the Immediate present,"
said Herbert O. West, executive
vice president of the inland water
ways association, "after the emer
gency has subalded and passed, the
same tax dollar expended on Ice
H arbor becomes a peace - time
dollar of equal merit as the one
expended for national defense.".

Because of illness. West was un
able to present his statement per
sonalty. It was given to the com
mute by Irwin Hoff, administra
tive assistant to Sen. Magnuson
(D.-Wash.). -
Magnuson and West noted that
a House report rejecting money for
Ice Harbor was based on a desire
for assurance that the Washington
State project would not endanger
fish runs, would aid navigation
without the necessity of building
other up-river dams and was
needed for power purposes.
They referred lo a letter sent
recently by Albert M. Day. U. S.
fish and wildlife service director,
to the House Committee.
Clarifying earlier testimony be
fore that group. Day said:
"Any impression which my testi
mony may have left that the ex
termination of a species would
result Ifrom construction of Ice
Harbor) was in no way intended by
my statements. I think there is
no question that species' as such
are not in danger of extinction.'
Ice Harbor's construction also
would provide open river naviga
tion all the way to Lewlston, Ida.,
Its proponents said, without the
necessity of further work.
