DRAMA The March 10 note dramatically reversed Russia's postwar stand rearmed oermany. proposed a unified Germany with her own independent Army. Navy and Air Force but without the right to Join any a'.liance against a World War II enemy. It sug gested the U. S.. England, France and Russia hold a conference to work out a treaty along these lines. The proposal was immediately viewed in some circles as a pro paganda move because unification is the overriding political issue throughout Germany and any step toward a settlement arouses enor mous European Interest. I On March 25 the Western Powers. hV a carefully weighed, carefully worded answer did not turn down the idea of a unified Germany. But they reiected the Russian idea of a national German armed force. land a ban on anv alliance between Germanv and other Europeans. They asked how the Soviets proposed to unify Germany and set up a government, and in turn pro posed that the Russians let a Uni ted Nations commission look into the possibility of holding free elec tions in Eastern Germany. APPREHENSION There was speculation and real apprehension that the So viets would radically change their policies and 1) agree to western suggestions for the U. N. inauiry. (21 flatlv agree to free elections at once under Biz Four super vision, or (3) reverse their post war policy and display a willing ness to reconsider returning to Germany territories now held by Poland. , , This would be a i.ixh price for a "neutral" Germany, outside the WMtcrn Power orbit, but some feared Russia might be Inclined to pav it in view ol tne aeinne progress being made by the West. CHICAGO Wl A run of hogs which came -to a third more than the trade had expected pressed prices 10 to 50 cents a hundred pounds lower Friday. Charles R. Forbes, 74, who was jailed alter I serving as director of the Veterans Bureau under President Harding, died Thursday. He had been In poor health for years. In 1924, a Senate investigation of charges of mismanagement of the bureau resulted in a finding that waste extravagance. Incompetency and corruption existed in the bu reau. Later Forbes was indicted by a federal grand Jury on charges of conspiracy in connection with hos pital contracts.
