The senator said that It would be unwise to authorise new places for spending of the Income tax reserves which some say will go to $50,000. 000 in another year until it Is known exactly how much money is available after all of the present requirements against the Income tax an met and a total study is made. He said that the so-called surplus would not be In existence now if thi present laws on distribution of the income tax had been In effect oer a period of years. The speaker, who has served many terms as chairman of the senate ways and means committee, empha si?l that the Income tax is def initely and exclusively a property tax reduction measure. May 1J iPV Vice Premier Lulgl Einaudi, 74-year.old banker economist, was elected first presl- : dent of the new Italian Republic I Tuesday night. I Even before the count on the fourth ballot was completed, Einaudi 1 had the required majority of the 900 votes of both houses of parlia ment. With about 200 votes still to be tallied, he had received 451. t Einaudi, 74, backed by the dominant C h r Is 1 1 a n democratic party, is a political Independent. He is budget minister and governor of the Bank of Italy. ; On the third ballot of a Joint session of the senate and chamber of deputies, Einaudi received 463 votes. This was far short of the two-thirds margin required for elec- tion on any of the first three bal lots. However, the constitution pro I vldes that if the first three ballots are unsuccessful a simple majority i rules on the fourth.
