State Senator Dean Walker

so-called "income, tax surplus" of
the aute of Orrron in an addrea
on slate fliral affair given to the
annual meeting of the Klamath
County chamber of commerce at the
Wlllard Hotel Monday night
Walker said use of the term "sur
plus" in reference to the income tax
reserves Is unfortunate, and he
chanted that there has been a lot
of demagoguery in public discussions
of this fund.
The senator said that It would be
unwise to authorise new places for
spending of the Income tax reserves
which some say will go to $50,000.
000 in another year until it Is
known exactly how much money is
available after all of the present
requirements against the Income tax

He said that the so-called surplus
would not be In existence now if
thi present laws on distribution of
the income tax had been In effect
oer a period of years.
School Law
(The recently enacted basic school
law . for instance, now heavily taps
state income tax money.)
The speaker, who has served many
terms as chairman of the senate

tions on income taxes. With school
and other costs rising, and the eco
nomic future uncertain, the income
tax backlog is a favorable factor In
Oregon's state financial picture and
should be handled with the greatest
care. Walker said.
Walker was introduced by State
Representative Henry Semon who.

has worked with Walker many years
