II TUESDAY, FEB, 17, 194 HERALD AND NEWS, KLAMATH FALLS, ORECON PACE FOUR JScralb anb rANK JKNK1NI Editor Entered Heond clan matUr at the fall. On., on Auguat XI. 10, under act of congraw, March S 107 Today's Roundup By MALCOLM EPLEV AN ex-service man whose Interest In public affair Is unquestionably sincere, asked us this quesUon yesterday: "When are thes guys going to quit running for office on their service records?" He was inspired to tills comment about veterans who are candidates by the fact that the service records r 1 , i of candidates - J news stories about them. He told us that oilier ex-service men to whom he had talked felt the same way about It, and resented what he considered an Implication that a military service record was a special qualification for political office. zwi & ; We hastened visitor the function of the news- EPLE7 paper In presenting news about candidates, and Just how tills Information gets Into the paper. Probably the explanation should be publi cized In order to prevent Injustices to ex-service candidates. The information is presented as that which members of the newspaper staff, rather than the candidate, ' believe Is news. On some occasions, veterans have . asked that information on their service records be omitted, but tills we have refused to do, because we have an obligation to our subscribers to publish news worthy Information about a candidate. for the record, no candidate In this campaign has come in here to declare that he is a war hero and wants his service record splattered over the paper in connection with his candidacy announcement. The ' information on service records has been obtained in routine matter by the reporter getting the story, ; and sometimes with difficulty. So hereafter, when service record information ap pears In a regular news story, be advised that it is ' the newspaper not the candidate who is presenting that record. The exceptions will be references to . such records in political advertising and in formal , statements by the candidates. In those cases, of course, it is the candidate who is telling his own story, and that is his business. Construction Charge Rejections AT our barber shop yesterday, a discussion de veloped over a homestead application rejection based on the fact that the applicant owns land in an Irrigation district in which all of the reclamation construction charges have not been paid. In this particular case, the applicant owned two acres of land in the Enterprise irrigation district. He was not in arrears on the construction charges on this land, but still his application was rejected under the regulations set up for the homestead opening. The apparent Injustice in this situation led us to make a call to the reclamation bureau to find out exactly what were the facts in this and similar cases. We learned that all construction charges must be paid not only on an Individual piece of land, but on ail the land In the district in which the applicant's property lies, in order to clear the application. An applicant cannot qualify by paying up all the charges against his own land, because he still has Joint liability for the other unpaid charges In the district This, we were told. Is part of reclamation law. The homestead examining board recognizes the injustices Involved, but has no 'option about enforcing the re quirement. It appears to us that before another homestead open ing, a further effort should be mpje to get this regu lation changed. If It takes an act of congress, that ought to be tried. SOKOLSKV a HIOH budget can easily become a habit. Federal, municipal budgets are the products of habit. Certainly, It Is not necessary for the employment oi more uian o 000.000 persons in the various branches of government. In many offices, they trip over each other. At any rate, there will be a full report on tills subject, so far administration is concerned, In January, HM9. when Herbert Hoover's committee makes the facts known. That date was set by congress In the original bill; It would be more satisfactory to have the facts The high cost of government Is appalling to those who have to pay taxes, although it may not bother the few remaining non-taxable cltiiens. For Instance, the magazine, "America," has this to say about taxes: ". , , It's a sad prospect for the reduce-taxes-at-any-prlce crowd, who are much more sensitive to vote-catching techniques than to the grim realities of the postwar period , , ." Vote Catchers O. K. THERE is no reason to be contemptuous of the "vote catching" member of congress. Ours Is a repre sentative government of elected officials. All mem bers of congress have to be elected and therefore must "catch votes." The Intellectual or any other kind of snob who is sure that he knows what's what but refuses to submit himself or his ideas to the test of a vote ought not to look down upon the citizen who stands the test of our representative system. We can, of course, switch over to an authoritarian system, but thus far that does not seem to be the choice of the American people. In another editorial in "America," the writer Indi cates an emphatic dislike for the congressional system by a denunciation of Senator George, one of the most respected members of the senate. "America" says: ". . . We strongly suspect, however, that there is more to the senator's remonstrance . . . than a rea sonable concern for federal economy. His Is the typical reaction of a man bringing all his attention to bear on a rivers-and-harbors bill I He wants to carry on in the normal, established way. Implicit in his atti tude is the position made explicit by Senator Taft: -Ve are at peace with the world'." Pretty cheap, that comment seems to me. It is answering an argument with a vicious smear. It Is hurling opprobrium when logic would be more fitting. Few men in this country are more expert in Its fiscal affairs than Senator George, who has devoted a life time to the subject. The editorial writer of "America" may disagree with Senator George, Senator Taft, or any other senator, but it is certainly not his function nor his sphere in life to voice his objections with calumny. It is not only bad taste, but in the instance of both Senator George and Senator Taft, one a democrat, the other a republican. It Is untrue. They are not devoted to that particular form of selfishness symbolized by "river and harbor bills." They Want A Cut THE fact of the matter Is that the taxpayers ui the United States desire a tax reduction. Most sena tors and members of the house of representatives who have to run for office In 1948 will vote for tax re duction. There are differences as to the amount of reduction and the form It Is to take, but there is no difference as to the necessity for it. When congress passes a tax bill, it will be passed over his head, should Mr. Truman veto. The community property clause is certain of passage, as It should be. There is no logic, no common sense, in the main tenance of wartime taxes, nearly three years after the war Is over. There is no logic In the federal govern mnt piling up a huge surplus. There is no common sense in depriving the Individual of his earnings and possible savings, while the government absorbs his earnings In taxes and by the sale of unnecessary bonds. Certainly a publication like "America," which so strongly defends the family, ought to recognize the vlciousness of making the nation dependent on the state rather than on the thrift of the parent. But thrift and savings are impossible when taxes are so high. Here Is Swing street's answer: Lionel Hampton, bandleader and a top exponent of "be-bop," the lat est torrid development of jazz: "Man, that Mr. Gorodlnsky has really flipped his lid and ought to come over here and spend a gig at the track. He's goofed but plenty when he says our music Is dead." (Ed's note: One of our office boys who plays a saxophone translates this as follows: "The gentleman must have lost his mind. He would do well to spend an evening at the Savoy ballroom In Harlem where excellent Jazz Is played. He is mis taken In his views on our music") Rudl Blesh, author and Jazz critic, thought Gorodlnsky was blowing in the wrong end of his Ideological clarinet "Actually Jazz Isn't bourgeois mu sic but a proletariat protest of the worker," he said, "especially ol the widespread negro minority with wnom it originated. Duke Ellington said jazz was "live, responsive, ever-changing and means freedom of musical speech. ' "I'm afraid the gentleman has spent more time studying politics than our music," he added. Poor diet, of course, can ami often does cause constipation. Too ninny people gulp their food down without allowing enough time for their meals. Just as if they were refueling a car ul a filling station. Fresh fruit.- mid vegetables make up an insufficient part of many per sons' diet. These foods not only supply a large part of the bulk in the diet, but also aid in peristalsis, the wave-like movements of the In testine which curry the contents down through tlie intestinal tract. Another great cause of constipa tion is the abuse of laxatives or cathartics. A great many people have the mistaken Idea that clean ing themselves out once a week with a good strong purge will be good for them. Cause Needs Correction The results of treatment of simple constipation, unless the trouble has I begun In childhood or has lasted for a very long time, arc usually sails- factory.
