Newspaper Page TextPACE TWELVE MARKETS and FINANCIAL Oats Best Acting Grains CHICAOO, Feb. 7 Pr Ortns finally managed to put up resistance to crashing price on tlie board of trade today, although the May de liveries on both wheat and corn continued weak. Oats showed a rela tively firm undertone, again acting better than other cereals. It was an active market with wide price fluctuations. The dis tinguishing feature was the ability of deferred contracts to stablhw themselves at least temporarily after the sharp break this week. How ever, May wheat and May corn continued under heavy liquidating PreSBoth May wheat and May corn were down the dally limit at times 10 cents for wheat and 8 cents for corn. At no time did the yellow cereal show the strength of other grains Wheat closed 9 cents lower to 4'4 higher, May .50-2.M', corn was 8 cents lower to 1 cent higher, May $2.15H, oats were a'.-4'i higher May 1.04-1.04'. All soybeans were offered 8 cents lower with out attracting buyers. Steadier cotton prices and the early tendency of some recently weak grain futures to rally aided sentiment for securities. The ques tion of whether this week's sharp slump in commodities meant a near by business recession still provided a cautious argument for Wall street. The thought was expressed, though, that the lengthy retreat of stocks may have discounted a moderate economic setback. Numerous cus tomers held aloof or trimmed ac counts to await domestic and inter national developments. Dealings were quiet from the start and gains, generally, restricted to fractions near the close with as sorted rails and industrials favored. Transfers for the two hours ran to around 300,000 shares. It will end February 16, a week from next Monday, Chairman Tobey tR-N. H.) will call the divid ed senate banking committee to gether then to write a bill. That will be Just 13 days before the present rent control act endi. This law covers some 40.000.000 tenants. The delay gives the committee 10 daya to think over proposals to have the extension bill permit automatic rent increases and automatic lifting of all ceilings in some communities. These suggestions by a subcom mittee provoked a sharp split in the 13 member banking group yes terday. After a two-hour closed session, no agreement was reported on any portion of the subcommittee bill. Extension If a deadlock persists, Tobey said, he will ask a 30 or 60 day stopgap extension of the present law. The subcommittee measure was dtafted by a group of five headed by Senator Cain iR-Wash.) It would: 1. Extend rent controls in greatly relaxed form until April 30. 1949. t. Permit no-limit rent Increases Ir cases where landlords and ten ants agree on leases running through all of 1949. 3. Remove at the end of this year controls over tents of 1.600.000 ten ants who signed leases with 15 per cent increases, running through 1948. under the present law. Automatic 4. Allow automatic rent increases in cases where landlords can prove their operating costs have In creased. The increases would be at the rate of half the percentage of the increase in operating costs. If operating costs went up 20 per cent, rents would rise 10 per cent. But increases would be limited to 15 per cent. 5. Remove rent ceilings in com munities where the census bureau finds that 1 per cent of the houses are for rent or sale. A federal housing official said this last provision would applr in many areas. As examples he cited Denver. Seattle, Tulsa. Portland. Ore.. Memphis. San Antonio, Tex., and Portsmouth, Newport News and Norfolk, all in Virginia. Cain conceded to a reporter that some changes will be made. But hs said he and Senators Buck (R-Del.) and Brlcker (R-Ohio) favor the bill as is. Tenants could appeal any of the "operating cost" increases, Cain said, through local and national rent officials and then the courts. Similarly, landlords could go to court to win Increases If they were rejected by rent control officials. They do not have this right now. Mnguuson tD-WaslO has been informed by the war assets admini stration. Mngmison said he hud been told by a WAA spokesman that a pro posal for use of the plant, only one of its kind in the world, had been resubmitted by the Chromium Min ing and Smelting company, and the Pend Oreille Mining company, of Idaho. The companies will be given the opportunity to negotiate the lease after trying ore from their mines In the plant for two months. Part of the facilities would be used for sine reduction. The agreement must be approved by the WAA review board, the WAA administrator, the attorney general and the army munitions board. Dur ing the five-year term of the lease the companies would pay the gov ernment 2 per cent of their earn ings the first year. Increasing the amount by 1 per cent each suc ceeding year. One requirement would be that the plant must be kept in condition for reconversion to war use within 120 days. Nine More Die In Holy Land JERUSALEM. Feb. 7 (IP) Nine new deaths In bitter communal fighting in Palestine put the unof ficial toll today at 1080 since parti tion was voted by the United Na tions November 29. Latest to die were seven Jews and two Arabs who lost their lives in scattered areas yesterday. Much of the Palestine battling has occurred in small communities. Police reported two men pre sumed to be Arabs shot and killed a 50-year-old Jewish messenger of Haifa's Ottoman bank. They es caped with 52400 in currency. In the border region between Jaffa and Tel Aviv, sniping con tinued. Two of the slain Jews fell before snipers' rifles there. Overheated Stove Blamed In Blaze MONMOUTH. Feb. 7 (Pi An overheated stove was blamed today for the dealh of the three-month-old son of Mrs. Morris Shurbrough, fatally burned in a second-floor apartment here yesterday. Most trains reached their hljtlis on January IB in the ease of corn and oata, prices that day were at reeord peaks. That was a Friday. The following day a slisht slump developed. During the next week the week ended January 114 the market eased but there was no spectacular drop. Wheat fell about 7 rents, corn 6 cents and oata 3 rents (or the week. Last eck the decline accelerated. More Important, It was noted that every time the market attempted to rally It ran into Increased selling. Prices then slumiwl again, settliiK a series of new lows. Corn and oats were weakest, corn losing as much as 13 cents for the week in the May contract. Came the Crack On Wednesday (trains opened slightly lower. Within 10 minutes pronounced weakness developed. Thn, around 10:15 a.m., came the deluge. In about 15 minutes, grains had dropped the limits permuted In a single seMton 10 cents In wheat, 8 cents In corn, 6 cents in oats. To trainee1 market observers, those 15 minutes were extremely sicnlfi eant. True, prices had broken the limits before. And they had recov ered and fonc higher. Hut this time the situation was different. Why? This time, the limit break had oc curred after continuously slumping prices for two weeks. Markets which have a firm basis don't break wide open after a two-week slump. Such slumps are regarded as good buying opportunities in markets with a fundamental upward trend. A limit break after markets have advanced is a natural development. It represents profit-taking. A limit break after a steady decline is something else, lt means people Just want to get out, profits or no profits. Well, where do we go from here? May He Temporary Some traders believe the break is temporary, particularly In corn and oats. They say it's still a long time before .lew crops of these feed grains will be harvested. Supplies will grow smaller and smaller. Prices will bounce back and may. thrse analysts assert, go above January highs.
