Authorise a IS per cent hike In grants to disabled veterans under a rehabilitation program. Neither bill has been acted upon by the house, which makes It doubt ful that congress could complete consideration by Saturday, the date scheduled for adjournment. Both measures were put aside temporarily Saturday after the sen ate passed the four other bills and sent a fifth back to the banking committee for further stud)'. It authorises, but does not re quire, the cashing after September 1 of an estimated $1,803,000,000 in special five-year bonds held by an estimated (,000,000 veterans.
