But Morse's chances for quick ac
tion on his proposals appeared dim
as the result of a promise by OOP
chiefs giving top priority today to
legislation seeking an investigation
Into the justice department's hand
ling of vote fraud charges In the
1948 Kansas City democratic pri
mary. Morse said he Intended "to do
whatever I can" to bring his two
bills to a vote today. They would:
1. Inorease salary ceuinn cover
ing on-the-job veterans training
from the present flit a month tor
single veterans to 20, and from
200 to S2MI for those who are mar
ried. X. Authorise a IS per cent hike In
grants to disabled veterans under a
rehabilitation program.
Neither bill has been acted upon
by the house, which makes It doubt
ful that congress could complete
consideration by Saturday, the date
scheduled for adjournment.
Both measures were put aside
temporarily Saturday after the sen
ate passed the four other bills and
sent a fifth back to the banking
committee for further stud)'.
The terminal pay bond measure
won approval by a vote of So to Q.
It authorises, but does not re
quire, the cashing after September
1 of an estimated $1,803,000,000 in
special five-year bonds held by an
estimated (,000,000 veterans.
Also sent to the White House .Sat
urday was a measure to Increase by
20 per cent pensions to veterans
(and their dependents) of the Civil
and Spanish American wars.
Senate passage shunted to the
house, meanwhile, bills providing
for:
(A) A IS per cent cost of living
Increase In subsistence grants to
veterans going to school under the
OI bill or rights. Mingle veterans
payments would be boosted from
the current. flM to tIS a month)
married veterans without children
would get 1105 Instead of $9t and
those who have children would re
ceive I 0, an Increase of W0.
(B) Renewal and liberalisation of
the program under which the gov
ernment provides new automobiles
for amputee veterans. The old pro
gram, which expired June SO, cov
ered only those who lost a leg. The
new one would cover those who have
lost the use of one or more legs and
arms, and those who were blinded.
