One is the fact that two small bombs can do more damage than one bomb twice the slee. This fact also has been pointed out in congressional testi mony by scientists. Present bombs are the very smallest It Is possible to make, but nevertheless are In a class completely different from any thing previous. The other reason for using these baby-atom-bombs Is that one is enough for many of the sort of military targets now conceived. In fact, at present bombs may be too large for military targets, such as a small-area strong point. The baby bombs are big enough to envision a new development In war, namely killing a lot of people' In a city Instead of directly attacking the war factories In or around the city. Dr. Lapp estimates that an aver age of 60.000 deaths can be expected from one bomb dropped on a city, pius anotner oo.uuo serious injuries. Tins mignt be tried, he says, where the killing and maiming of civilians, with the great disruption of normal living to be expected, would reduce the number of workers enough to paralyse production.
