V A To Make Area Study Here On Cost Factors The veterans administration will make a study of the Klam-1 nth Falls area in an attempt to I establish fuir cost factors on which uppraisals for veterans loan may be established, ac cording to Norman Plumber, chief appraiser for the VA in Oregon, who spoke to a luncheon meeting of the Klamath Falls realty hoard Wednesday noon at the Willard hotel. Plumber, who wa formerly In Klamath Fall with the office of naval procurement, pointed out thai under the old procedure in making Gl loan, the lending Institution hired the appraiser and it was found that they were, In most cases, hiring the ap praiser who would place the highest appraisal on the build ing. Till procedure wa recent ly changed. Plumber eaid, and now the government appoint the appraiser, who submit their appraisal both to the lending in stitution and the VA. He added Hint the VA reserves the right under the new set-up to ques tion the appraisal at any time. Plumber explained to the real tors that when the cost factors arc set up for the Klamath area, appraisers will have to abide by the value as set forth in their Instruction, The cost factor, when established, are expected to apply to old houses as well os new houses.
