This situation, Mr. Truman elaborated, grew out of what he termed the difficulty of getting the right sort of men lo accept tile kind of treatment some nom inations receive before the sen ate and in congress. The president offered this comment when a reporter noli-d that three months have pnssrd lure he was authorized to name three-man advisory council un der terms of an act designed to stimulate employment. Mr. Truman said he was hav ing tho sumo sort of difficulty In finding someone to be under secretary of the navy. Another difficulty, the presi dent told another reporter, is in getting senate acceptance of some appointments. The president said he hoped to appoint an undersecretary of the navy shortly. He gave no clue as to whom he had In mind. Kdwln W. Pauley, California oilman, asked Mr. Truman to withdraw his nomination for the navy post after a hitter fight in the senate naval committee. PORTLAND, Ore., May 31 IIP) Robert Briggs, 26, has been turned over to the army after his arrest at Vancouver, Wash., on a desertion charge, the FBI office here said today. He Is accused of deserting the army from Camp Callan, Calif., four years ago. A former Mon mouth, Ore., resident, Brings operated out of Kstacada, Calif., as a logging truck driver.
