Mac Tells Off On Allied Rule Of Japan TOKYO. April 17 (VP) Gen eral Mac-Arthur replied to Rus itn criticism by bluntly telling the four-power allied council to day that consideration of hi past actiona in administering Japan was no part o( its job. And his military government officer asserted that Russia's questioning of allied occupation policy, "whether in good faith or not ... is a warning that success of the occupation is threatened."' MacArthur told the council in a written statement that its "responsibility, being exclu sively advisory and consultative, does not involve a review of action heretofore taken in the administration of Japan." His military government offi cer, Brig. Gen. Courtney Whit ney, said the Japanese govern ment was complying with the purge directive "as fast as con sistent with occupation policies." Naw Election MacArthur also replied to a Russian request that a new election be held if an "undesir able" diet were chosen in last Wednesday's balloting. He in dicated some successful candi dates would be investigated fur ther, and added: "It is essential that the su preme commander issue no statement and avoid any action which might seem to bring pres sure for or against any par ticular party or group." MacArthur also declined a re quest for drafts of imperial rescripts, government legislative acts and orders of the min isters and ministries at least 10 days prior to issuance. Union Secretary Harold I Grotle said "our men will be i on the fishing banks when the season opens May 1." Similar strike votes were be ing taken at union branches in J Ketchikan. Petersburg and Ju neau. Alaska, but their total could not affect the Seattle decision, union officials said. At a recent hearing the fish ermen asked an increase of at least 20 per cent in the ceilings of 17 cents a pound for medium halibut and 16 cents for larce and small fish. The president told his news conference he did not think Sec retary of the Navy Fnrrestal and Admiral Chester W. Nimitz, chief of naval operations, had been doing any lobbying against unification of the armed forces. I The admiral who stirred him I up, he said, was in charge of the i Hawaiian station.
