Mac Tells Off
On Allied Rule Of Japan
TOKYO. April 17 (VP) Gen
eral Mac-Arthur replied to Rus
itn criticism by bluntly telling
the four-power allied council to
day that consideration of hi
past actiona in administering
Japan was no part o( its job.
And his military government
officer asserted that Russia's
questioning of allied occupation
policy, "whether in good faith
or not ... is a warning that
success of the occupation is
threatened."'
MacArthur told the council in
a written statement that its
"responsibility, being exclu
sively advisory and consultative,
does not involve a review of
action heretofore taken in the
administration of Japan."
His military government offi
cer, Brig. Gen. Courtney Whit
ney, said the Japanese govern
ment was complying with the
purge directive "as fast as con
sistent with occupation policies."
Naw Election
MacArthur also replied to a
Russian request that a new
election be held if an "undesir
able" diet were chosen in last
Wednesday's balloting. He in
dicated some successful candi
dates would be investigated fur
ther, and added:
"It is essential that the su
preme commander issue no
statement and avoid any action
which might seem to bring pres
sure for or against any par
ticular party or group."
MacArthur also declined a re
quest for drafts of imperial
rescripts, government legislative
acts and orders of the min
isters and ministries at least 10
days prior to issuance. "To
require such delay of the Jap
anese government," he said,

Russian Charges
Russian charges that certain
undesirable persons were not
being removed from office and
that democratization of Japan
was thus endangered brought a
brusque reply from Whitney
before MacArthur s statement
was read.
"So far as I know," Whitney
declared, "neither the member
from the USSR nor others have
any knowledge of the manner
of Japanese compliance with
the purge directive, as they
haven't sought this informa
tion" from allied, headquarters.
The military government of
ficer cited the election a week
ago as refutation (if the Soviet
charge. Seventy-three per cent
of the eligible voters went to
the polls, he said, ousting "the
party in political power and
moving sharply toward a more
liberal concept of the relation
ship between government and
the people."

Similar strike votes were be

At a recent hearing the fish

Admiral Cause
Of Navy Blast
WASHINGTON, April 17 (,T)
President Truman said today it
was an admiral in Hawaii who
touched off his recent blast
against navy lobbying.
The president told his news
conference he did not think Sec
retary of the Navy Fnrrestal and
Admiral Chester W. Nimitz,
chief of naval operations, had
been doing any lobbying against
unification of the armed forces.
I The admiral who stirred him
I up, he said, was in charge of the
i Hawaiian station.
The chief executive had a late
! afternoon appointment today
I with Secretary of the Navy For-
restal and Admiral Chester W.
Nimitz, chief of naval operations,
to talk over at their request the
proposed army-navy merger.
Mr. Truman said he thought
the admiral in Hawaii was mimed
Melville. Anyway, he added, the
i admiral in charge there got into
print in an interview which he
saw, and he said it really stirred
him up.
While House Press Secretary
Charles G. Ross later named
Rear Admiral A. S. Merrill, com
mandant of the eighth naval dis
trict at New Orleans, as the man
Mr. Truman had in mind. No
one at Hawaii was involved.
Ross told reporters that what
agitated the president was a
j statement or speecli made by Ad
I miral Merrill at Dallas, Tex.,
last Thursday, just a few hours
: before the president held a news
I conference.
Ross identified the admiral af
ter the navy department report
! ed it had no record of an Ad
' miral Melville and said it could
j give no clue to the identity of
j the officer in question,
i At his news conference last
! Thursday, the president rapped
the navy sharply for using lob
bying and propaganda against a
merger bill pending in congress.
