City Dads Pass Three Measures The third and final reading of ordinances which will place three measures on the ballot at the special city election to be held in conjunction with the pri mary election May 17, was passed at the regular session of the city council last night. The council also passed a res olution notifying the state that the city of Klamath Falls was excluding itself for the time be ing from participating in the public employes retirement act but this measure will appear on the May 17 ballot and if ap proved at that time the city win then petition the state for par ticipation starting July l, 1946 In 194S, the state legislature passed a law known as the pub lie employes retirement act to go into effect July 1. 1946. All em ploycs and municipalities with civil service and employes under the same, will begin to make contributions based on the per centage of salaries and unless a city notifies the state they do not wish to come under the act prior to May 1. 1946. they automati cally will be incorporated in this plan. Excluded Due to the tact that funds are not available to participate in this act for the time being, the city passed the resolution last night notifying the state Klam ath Falls was excluding itself. On May 17, at the primary election, a measure will be placed on the ballot to raise not to exceed one and one-quarter mills which will make funds available for the employes in the city to participate in the act. Public employes in the city of Klamath Falls who will come under this act include police of ficers, firemen, street employes ana any other city employe ac tively engaged in city work to the extent of 600 hours per year, Elective officials can petition the state for the privilege but they do not come under the act au tomatically, it was pointed out Two Measures The retirement act is one of the measures to be presented ana trie otner two are as follows: 1. "Shall the city of Klamath Falls pave portions of streets ad jacent to city owned parks with in the city, levy a tax' of one- quarter mill upon every dollar of taxable property for the tax year of 1946-47 and for that year only, for the purpose of paying for said pavement, create a spe cial fund entitled 'park pave ment fund,' in which money de rived from said levy shall be placed; and amend the city charter to meet the levy author ized." 2. "Shall the city of Klamath Falls construct street improve ments in front of city owned lots in cooperation with adjacent property owners to improve such street; levy a tax of one-half mill upon every dollar of taxable property for the year 1946-47 for the purpose of creating a re volving fund entitled 'lot revolv ing fund' into which all money collected under said levy shall be placed; from which payment for improvements for lots shall be made, which payment shall be replaced upon sale of such lot from money "received and amend the city charter to meet the levy authorized." iji Tii fr?') Klamath Firms Pay Overcharge Fines Settlements for overcharges by several Oregon firms, includ ing two in Klamath Falls, were announced today by the district office of OPA in Portland. Conservation Program Urged By Unionists PORTLAND, Ore., March 12 (fP) A proposal that the federal government finance a program to assure forest conservation work by smaller lumber operat ors which would also ease the lumber shortage was made here by the CIO International Wood workers of America. The union's research director declared a three-point plan ad vanced by the union in an an nouncement over the weekend is based on changes in the north west's industry the past quarter century from large scale opera tions to small units. Ellerv Foster said the small operations now characterizing the lumber industry are "too poor" to finance the program, He urged: 1. The government provide technical aid to lumbermen sim ilar to that the department of agriculture gives farmers, pay for forest conservation as it pays farmers for soil conservation. 2. Police powers to the nation al forest service to enforce regu lations to prevent destructive logging. 3. Stimulation of wood utiliza tion plants and others to use wood waste in making suosu tutes for ordinary lumber. Foster said the first of the points would require the govern ment to give more assistance in logging, production, marketing, improving forest fire protection, construction of permanent sys tem of logging roads and re planting of cutover lands at pub lic expense. ' Car Reported Stolen Here John Miller of Richreall, near Salem, reported to city police yesterday that -his green 1934 Chevrolet coupe was stolen from 6th near Main sometime since he parked it there Sunday evening. Miller is visiting in Klamath Falls and staying at the Willard hotel. He told the police that no key was needed to start his car and there were only about four gal lons of gas in the tank. John Williams, 619 Pine, post ed $50 bail with city police on a charge of reckless driving. He was arrested last night at 6th and Spring. Vernetta Walker, Chiloquin, posted S50 bail on charges of drunk and disorderly and possession of intoxicating liquor. William Johnson, Klamath Falls, was fined $8 in municipal court today for violation of the basic rule, and Sybil Hyde, Klamath Falls, was fined S5 for failure to procure an operator's license. Several minor accidents were reported to police last night but there were no injuries and only slight damage to cars involved. Car Dealers Sued By OPA PORTLAND, March 12 (IP) OPA suits on file today against three used car dealers here charging violation of ceiling prices asked a circuit court to invalidate the business licenses of the dealers. OPA Auto Enforcement At torney Charles Kaufman said the action was one of 20 such suits planned to protect legiti mate dealers as well as the pub lic. v Kaufman said the defendants had perpetrated various price evasions, acenntintr "sir! nnv. ments," requiring trade-ins be- iure .selling ana writing laisc certificates of transfer. He reported one veteran had Daid S1800 for a 1400 par hp needed in his business and an other paid $750 above ceiling. Former KF Resident Passes In Eugene William O. Hill. 35. former Weyerhaeuser Timber company engineer, died at Eugene, March 8, and final rites will be con ducted here by Ward's. Hill moved several years ago to La fayette. He was recently em ployed by the Lorane Lumber company at Cottage Grove. Hill was born June 9. 1910. at Calgary, Alberta, Canada, and married Mary Morgan at Klamath Falls in 1937. The family had completed arrange ments to return here to live at the time of Hill's death. The average amount of elec tricity in a lightning flash is far less than the amount that can be charged into a storage battery. Stromberg . Carlson Radios Derby's Music Co. Air Forces Made Into 3 Commands WASHINGTON, March 12 (.!') The army air forces were stream lined today into three major combat commands by Gen. Carl Spaatz, who declared the atomic bomb made it "almost" certain any future war would begin with air action. The new chief of the nation's air army announced the follow ing combat groupings for the postwar setup: The strategic air commund, composed of long range striking forces, the air defense command, responsible for the aerial pro tection of the continental United States, and the tactical air com mand, which will cooperate with surface forces. These will be supplemented by five supporting commands, and by air national guard and air reserve forces. A revised "air university" system of school ing already has been put into effect. Pauley May Accept Deal WASHINGTON, March 12 (.T) A new arrangement whereby Edwin W. Pauley would ask withdrawal of his nomination as undersecretary of the navy was reported in the making today. A republican member of the senate naval committee, who de clined use of his name, said the deal was proposed at a two-hour conference of Pauley,, Democrat ic National Chairman Robert E. Hannegan and two members of the committee. Republican committee mem bers, he said, will meet later with Senator Tobey (R-N.H.), leading opponent of the Pauley nomination, to decide whether the terms of the arrangement met their approval. This development, presaging a windup of the six-weeks-long controversy, came as a sched uled meetine of the naval com mittee on the nomination was called off. It had been set for 2:30 p. m EST. AAA Committeemen Talk Production Community committeemen for AAA met this morning in the county agent's office with C. W. Smith, assistant county agent leader of Corvallis. The group went over produc tion goals for 1946 and consid ered soil conservation practices that will be recommended for Klamath county, LOS ANGELES, March 12 (IP) Deputy Sheriff C. L. (Hard Way) Brownlee has dug up some more evidence. He has investigated a com plaint a toy balloon had explod ed in a purchasers face. Brown lee examined a similar balloon. It blew up in Brownlce's face. A week ago he was investigat ing a dog bite case.
