Communists Charge Chiang Plotted Civil Strife In China Wednesday. October 81. 1948 HERALD AND NEWSTHREE CHUNGKING, Oct. 31 (P) Tlio Yonnn communists in forniul statement toiluv charjiod ' Generalissimo Chimin Klil-nhok with (lolll)crntoly plotting a civil wnr In China, Thu communists added Hint Chimin not only plotted tlio wnr hut thut he hud moved troops for thut purpnso tit tho very time tlio coinmunlnt lender Mno Tse-tuiiK wus In Chunuklnil for tho purpoNo of rilneiinnliiu menus of nvortlnu Internal strife nnd unlfyinu Chlnii. Tho statement assorted thut ono regiment of government troops was moved by air from Chenaehnw, nt tho junction of the Petjiing-Htinknw nnd the Lunghiil rnllrond to relievo pun net troops at Anyone In north ern Ilonnn, ono of the towns from which the communists hnd previously withdrawn. Tho statement then charged thnt atrocities were committed by government troops, Including tho burning, skinning alive, burying alive and the beheading of 61 persons In-ono village. It added Hint "not a few women who wero raped committed sui cide from shame." Tho statement then gnve a re- f ort on behavior of communist roops withdrawing from posi tions south of the Yangtze. It said they received an enthus iastic welcome everywhere on the march, nnd thnt on one oc casion they were showered with food nnd gifts but declined most of them with thanks. M. ROBERTS, JR. (Substituting for MacKensle) AP Foreign Affairs Analyst flpl m ' Holland, faced by a serious threat to luir wealth In In donesia, Is caught between the tlovll and tlio deep blue sea In ner errorts to rehabilitate, nil o c o nomy nl most complete ly disrupted by war, To tlio Im mediate prob lem of domes tic existence linn been add ed tho probe billty Hint her Inn i.r n n if n economy must MacKENZIE bo adjusted to a steadily dimin ishing return from the rich col onies, nnd the possibility thut some dny she will lose thorn en tirely. What she can do to offset this Is tho problem, Already the suggestion has been mndo that Hollnnd should huvo part of Gormuny to offset her wnr losses, cspecliilly tho land de spoiled by German flooding. Now there Is talk of expanding this Idea to give her a more self contained economy. Dutch Wary The Dutch themselves hnvo (rented tho subject gingerly. Their present border with Ger many, for tho most pnrt, has stood slnco the lflth century. It was arbitrary then, but as time passed the peoples of cither side became more and more distinct, and the Dutch are wary of a "Sudotcrtlnnd" which might plague them years from now, even though the exnmple hns beon set by Polnnd in eastern Germany. In considering a strip of Germany as replacement for flooded polders, the discussion has centered principally around an area from 20 to 30 miles wldo from Aachen to the sea at Wllhelmshavcn. This presumably would In clude some coal mines Just north of Aachen, some textile nnd paper manufacturing centers west of tho Rhine, but would skirt the northern edges of the Rhcnlsh-Wcstphallan industrial concentrnllnns In tho Ruhr nnd along tho Ithlne-Ems canal, nnd would encompass principally agricultural lands. A glance nt tho map, howover, capture of "one airdrome, one coal mlno and several copper mines." shows that by a slight extension of this previously discussed area, Hollnnd would come Into posses sion of a small but rich Industrial area where lignite and conl mines, steel and chomlcal plants, uwnlt renovation. But sho would also come Into possession of a great mass of ruins which have been German cities, nnd would have to dis plnco hundreds of thousands, perhnps millions, of Germans whose counterparts, driven out of Silesia by tho Poles, are pro ducing a terrific headache for tho occupying authorities in Germany. Either that or try to absorb them, a system which hus proved fatal all over Europe. Also, thore Is a question whether Holland hus the manpower to re build nnd operate any important new Industrial area, Of course there Is tho possi bility thnt relaxation of tho Dutch hold on the Indies may coma so gradually, as in tho enso of Britain with some of her former colonies, that adjust ments can he made as time goes along. But Holland, so badly or from the war, so much In the fix of Cnesnr when "everything had to bo done at ono time," can hnrdly hope for anything Im mediately except some guidance which will permit her to choose the lesser headaches.
