has centered principally around
an area from 20 to 30 miles

of Aachen, some textile nnd
paper manufacturing centers
west of tho Rhine, but would
skirt the northern edges of the
Rhcnlsh-Wcstphallan industrial
concentrnllnns In tho Ruhr nnd
along tho Ithlne-Ems canal, nnd
would encompass principally
agricultural lands.

of this previously discussed area,

sion of a small but rich Industrial
area where lignite and conl
mines, steel and chomlcal plants,

possession of a great mass of
ruins which have been German
cities, nnd would have to dis
plnco hundreds of thousands,
perhnps millions, of Germans
whose counterparts, driven out
of Silesia by tho Poles, are pro
ducing a terrific headache for
tho occupying authorities in
Germany. Either that or try to
absorb them, a system which hus
proved fatal all over Europe.
Also, thore Is a question whether
Holland hus the manpower to re
build nnd operate any important
new Industrial area,
Of course there Is tho possi
bility thnt relaxation of tho
Dutch hold on the Indies may
coma so gradually, as in tho
enso of Britain with some of her
former colonies, that adjust
ments can he made as time goes
along. But Holland, so badly
or from the war, so much In the

which will permit her to choose
