News Behind The News By PAUL MALLON WASHINGTON, May 18 The fiasco staged informing the public of the end of it war in Europe was terminated yesterday when Moscow announced without a wrinkle of a smile that fighting was ended and the war over, 10 days after the AP's too-exclusive dis closure of the surrender. To penetrate the confusing 10 days of accusa tions and to ascertain what really happened, I have consulted the best authorities who sat in on this epic of errors, with the following re sults: The basic cause of all the trouble was Russia s persistent refusal to believe in a German sur render even when signea. mis was wny uie only reason why General Eisenhower attempt ed to hold back the news of the surrender for at least 36 to 48 hours after it was signed. sealed and delivered. He then waited nearly 12 hours with his story until bearing of the broadcast of German Foreign Minister Ton Krosigh on the Flemsburg radio, officially proclaiming the surrender as a fact and filing the German people what to do. Then Kennedy decided to send out the news himself without notifying the army (according to my official army source here) or seeking release from the imposition of secrecy-upon-honor imposed upon all the newsmen by Eisen hower's press man. Brig. Gen. Frank Allen. He telephoned the story to the London AP office, where there sits a censor 24 hours a day. The censor there did not stop the story and it was cabled to this country and published. I do not wish to be understood as prejudicing Mr. Kennedy's case. There may be facts I have not been able to ascertain. On the face cf available evidence, his predicament seems to involve -a simple violation of confidence, a respected and inviolable law of American journalism as sacred as a lawyer's confidence to a client. There is no other way for free press opera tion. His friends may say this is one time the British did cot beat us on a story and that the Russians did not get away with their attempt to tie up the news, but those other world newspapermen who kept the confidence will look at it differently.
