There will be two measures on the ballot. One would enact a 2-cent cigarette tax to raise $2,000,000 a year for schools, and the other would levy a property tax of 5 mills for two years to raise $10,000,000 for new buildings for state institu tions of higher learning and for stale hospitals. ; .
