Everyone Welcome , EDITORIALS ON NEWS (Continued From Page One) may be trying to cover up its mishandling of the voluntary system Dy a last-minute, win-the. war, draft - everybody drive which is more show than real hardened purpose to win the war at any cost. This suspicion is holding up action on ine manpower ouis. THIS is about what congress i3 likely to do: It will stall the manpower leg islation along until it is possible to get a more realistic look at what is happening In Germany, now that the Rhine has been ac tually crossed under what seems to be extremely favorable cir cumstances. If the war in Europe is as near the petering out point as reading of the dispatches of the. past few days suggests may be possible, there will be no draft-labor legislation. But if it becomes, apparent say in two or three weeks or maybe a month that the Ger mans ; have a lot, of resisting power left and that the war is likely to .drag on into the sum mer or even early fall, then a draft-labor law. with teeth in it will be passed and passed pretty quickly and with a minimum of oratory and fireworks. ' The passage by the house the otherday of the nurse draft bill forecasts what is likely to hap pen: The need for nurses is real and immediate. There aren't .enough to care for the wounded that are beginning to pour back from overseas in tragic numbers. So the nurse draft bill- went through the house like a prairie fire through dry grass. It' seems likely to go through the senate in the same way al though nobody can ever be quite sure of what will happen in the senate. .
