Feb. 22 fPl Despite shipyard layoffs, public housing is still filled and close to 2000 families are waiting for' homes, Harry D. Freeman, execu tive director ol tne Portland housing authority, said today. He stated the turnover of ten ants is at its lowest level in two years.
