f PAGE TWELVE STATE TO BUY SALEM, July 21 (JP The state board of control today au thorized S. B. Gillette, state pur chasing agent, to begin buying used automobiles for state de partments. Gillette reported it now is im possible for the state to obtain new cars. He said at least 25 automobiles would have to be bought for the state within the next six months. The board decided to renew the $412,000 insurance on the state flax plant at the state prison, the. premium amounts to $10,000 a year and the present policy expires September 1. The board took out the pri vate insurance last fall after a scries of disastrous fires which were set by convicts, the board finding that the state restoration fund, which is the state's own insurance system, did not con tain enough money to stand fur ther losses. This fund now totals $190,000. The state unemployment com pensation commission asked the board to increase from 4 cents to 8 cents the mileage allow ances given to employes to use their private cars in state busi ness. The commission said the employes lose money by using their own cars, and that several have threatened to quit their jobs because of the mileage rate. E GOTH SUPS All commercial vehicle oper ators requesting applications for certificates of war necessity on used trucks must first secure the original certificate from the former owner and submit it with their application to the office of defense transportation before a new certificate can be issued. This new change is to become effective immediately said Jim H. Busch, district ODT manager. Busch said that this new pro cedure has become necessary be cause of the increased number of duplicate certificates of war necessity now being issued by the district office of ODT. Individuals selling used com mercial vehicles must also sur render their "TT" coupons either to their local war price and ra tioning boards or to the ODT for cancellation. Busch also ex plained that if this procedure it followed by all applicants, it will help expedite the issuance of certificates of war necessity from the Medford ODT office, Canning sugar is now being allotted by the local war price and rationing board. Applicants for the sugar must have used the IS and 16 stamps designated for canning sugar before apply ing to the board. In all cases, the applications receive overnight service and canners were warned to plan ahead and get their sugar sup ply before they buy their fruit, . thus preventing possible spoil age. Applications may be made by mail or in person. In either case, ration book one must be returned with the application. Snell Named to State Governments Forestry Committee ANNAPOLIS, Md., July 21 (JP) Gov. Herbert R. O'Conor of Maryland today announced appointment of a forestry com mittee of the Council of State Governments, naming Gov. Earl Snell of Oregon, chairman. "The function of the commit tee will be to study the timber land problem and to make rec ommendations at the next con ference of the Council of State Governments as to the most ef fective course to be pursued to promote the highest utilization of the country's timber re sources," O'Conor, council presi dent explained. In the past, it has not been necessary to endorse coupons un til they were actually used to buy gas, OPA explained, but im mediate endorsements are now required under a new OPA amendment, both as a protection to the public and as a help to the OPA investigators in check ing misuse of ration coupons. The new requirement also means greater protection to the motor ist whose book is lost or stolen. The endorsement, which con sists of writing or printing the license number and state of reg istration of the vehicle, must be made dn the face rather than the back of the coupon, and it must be made on the coupon by the holder of the book imme diately upon receipt of same.
