Howard was engineer by ap pointment by the court, but by election he is tho county sur veyor. Ho will continue In that office and will, appear on the ballot In tho November election us tho only candidate for sur veyor. Courthouse observers consid ered tho possibility that Howard and the court might get together later on and that the surveyor I would resume his work as en gineer. The trouble arose, apparently, when an item for engineering assistant, proposed for the 1942 43 budget by Howard, was re jected by tho budget committee.
