Dogs in France are either dogs of pleasure or watch dogs, In the eyes of tho tax col lector. If you take a dog out for walks, he is a "pleasure" dog. A watch dog Is one that never quits the property he is watching. The difference is a tax of 20 francs. It is invariably true, at least out side towns, that every dog-owner declares his to be a watch-dog. Bnt it is a waste of breath to try to convince a gendarme that a watch dog has need of an occasional run in freedom. The gendarme's defi nition is always supported by legal ruling.
