HOGS IN FRANCE LEAD
ONLY TWO KINDS OF LIVES
PARIS. Nov. 23. Dogs in France
are either dogs of pleasure or watch
dogs, In the eyes of tho tax col
lector. If you take a dog out for
walks, he is a "pleasure" dog. A
watch dog Is one that never quits
the property he is watching. The
difference is a tax of 20 francs.
It is invariably true, at least out
side towns, that every dog-owner
declares his to be a watch-dog. Bnt
it is a waste of breath to try to
convince a gendarme that a watch
dog has need of an occasional run
in freedom. The gendarme's defi
nition is always supported by legal
ruling.
