With this wutor utility earning practically no n turn. we are con fronted with the necessity of requir ing an additional investment for fire protection, and It must bo evident that If money Is to be secured for this purpose, an Income must be as sured at the time that a requirement for additional Invtstment Is made. It Is our purpose to reiulro tho addi tional investment for the necessary fire protection, and the necessary re turn thereon can only be provided through Increased rates.
