This an nouncement has Just been made by Dr. Paul Appell, who has become rector of tho groat French educa tional institution, in succession to the late Henri Polncare. Dr. Appell has Just told tho Asso ciated Press correspondent that classrooms, laboratories and libra ries of Paris aro to be opened to young Americans. Tho city of Paris has given a site on tho Boulevard St. Germain on which it Is proposed to build an American Instltuto where American students can bu lodged, liavo their club and auditorium.
