O th e rs in the LAW AND ORDER BILL IS PENDING A tlanta Ga., Aug. 4. (Special.)— Georgia will join the growing list of the Southern states which are tak- ing active step* to end rioting and mob violence if the Legislature en acts the Law and O rd er bill intro duced in the House of R epresenta tive* last week. T h e bill, entitled "An Act to Maintain Law and O rd er,” provide* that in any case of a riotous assem bly, o r m ob violence, carefulinvesti- gation shall be made by the judge of the superior court. If it appears from this investigation that any sheriff, deputy sheriff, jailer, o r o th er peace officer was negligent o r in competent in dealing with such disdisorder, the chief justice or other justice of the supreme court -hall appoint a Special Law and O rd e r Commission to hear all the evidence in the case and render ju dgm ent as to the faithfulness o r negligence of the officer in question. If he is found by the Commission to have been negligent, judgm ent to that effect shall be communicated to the G ovem er, who in turn shall remove the officer! from his posi tion. P roof th at any person was taken from the custody of the officer by a mob, o r killed o r injured while in his custody, shall be prima facie evidence of neglect, to be offset only by affirmative proof th at the officer had in fact used all reason able precaution, and exercised the utm ost diligence in the effort to maintain order. T h e bill provides further th at in the case of an officer so adjudged negligent in the prevention of riot ing o r violence, the A tto rney G en eral of the State shall bring suit against such officer for the full value of any property destroyed by the m ob and for the sum of $5000 for each honucide com m itted by it. Any person removed from office under the provisions of the act shall be disqualified for a period of five years to hold any peace office *f*c state, county o r municipality. r r ie n d s of the measure, point out th at it is in line with similiar laws enacted in o th er Southern states which have been found very effec tive in the reduction of m o b vio lence.
