President Ilnnley of Burns will attend and experts to bring out important developments in the work of reclaiming the arid sections of East ern and Southern Oregon. It is undertood that State Engineer i Lewis has two or three 'proposed amendments to the existing water code, which he wants presented to the legislature, and will have them dis cussed by the Irrigation Congress. Venator Gets Opinion from Attorney General Crawford According to an opinion received from Attorney 'General A. M. Craw ford by Deputy District Attorney J. U. Venator women of Oregon cannot serve aa jurors. The recent enfranchisement of women did not invest them with the legal qualifications required of jurora. Attorney Venator aaked the attorney general whether or not women under the new law are qualified to serve upon juries, provided they have all the other qualifications required by law, and Attorney General Crawford says: "A person is not competent to act aa a juror unless he be a male inhabitant of the county In which he is returned, and who has been an inhabitant' there of for the year next preceding Ue time he is drawn or called. "The amendment to the constitution did not change the status of women as far as citizenship is concerned. They were already citizens. It only made them qualified electors and did not in anyway change their uondition so far Jus iury service is concerned. "It is the opinion of this office that until futrher legislation women would not be entitltd under the section above quoted, to serve on juries in this state." Dam Site Patents A dispatch from Washington, I). C. under date of L '. 11, says the govern ment is being urod 10 ::nt putents to lands near Lakeview desired for a dam site. This 'Its a state selection, tut title bus not passed from the government. Representative Hawley nas presented to the secretary of the interior, a petition from State Senator W. L. Thompson for his immediate ap proval. It stated that $200,000 had been spent on tne dam site and thbt the entire irrigation project will cost 700,000.
