Ken Jemstedt As the debate on the tax plan drew to a close, many of the legislators were campaign ing either for or against the tax measure. The actual pace of the legislature seemed to slow down, waiting for the out come of the May 1 vote. The legislature has now con cluded its 16th week of meet ings and deliberations on pro posed legislation. Although we have been moving at a fairly constant pace, we still have a large number of biUs in com mittee. Some of the bills which were acted upon this week include a compromise version of a pro posed comprehensive landlord tenant bill which sets forth the rights of both landlords and tenants; a measure which will allow people who find money to keep all of it if it isn’t claimed by the owner within a year; a measure to allow bars which serve only malt beverages and wine to have dancing and singing to gether with any number of instrumentalists. The house has passed a mea sure which would give coun ties the power to make laws. The laws could be passed either by the county govern ing bodies or by the people themselves. S Forest Service will continue its wildreness permit system this year in the Pacific Northwest. Regional Forester Theodore A Schlapfer said, however, the system will be modified some what from a year ago in that permits will be required in seven of the 14 designated wil derness areas within the na tional forests of Oregon and Washington. Included in the system for 1973 will be the Eagle Cap, Mt. Jefferson and Three Sis ters Wildernesses in Oregon; and Glacier Peak. Goat Rocks, Mt. Adams, and Pasayten Wil dernesses in Washington. These. Schlapfer said, are the most heavily used, and are the largest areas with the most serious management problems. Permits will be required for all visits to the Eagle Cap Wil derness. The}' will be required for overnight trips only to the Mt. Jefferson and Three Sisters Wildernesses and the four Washington Wilderness areas. Schlapfer said the past few months have been “a time of extensive debate and discus sion over wilderness manage ment and the permit system, both in the forest service and by the public. We tried to hear everyone who had something to say, and reach a decision as close as possible to the needs cf both the wilderness and its visitors.” The permit system will be in effect from June 15 through the close of the big game hunting seasons (usually about Nov. 15). Permits will be is sued in person and by mail by the forests where a wilderness is located, except where a pop ular wilderness portal is through an adjoining forest Mail applications may be pick ed up at any forest service of fice. Schapfer said the modified system hopefully will enable the forest service to better answer visitor questions and provide information about specific problems of the areas to be visited He said, “this was impossible when permits were issued by another forest as was the case in 1972."
