Kelly, with J. It. Keep, also of Port land, has spent thousands of dollars in buying timber and establishing gaw'mills in tbe vicinity of Clear lake, with a view of carrying out a huge irrlgatoo project in tbe Juniper Flat and Waplnltia country. It has now developed that tbe Clear Lake Lum bering & Irrigating company, com posed ot The Dalles buainess men, not ouly bag prior right to tbe water but cwus tbe land immediately sur rounding Clear lake. In appropriating the water of White river, Kelly will come in con taot with tbe Wasco Warehouse Mill ing company ot this city. Tbe eleo trical power used to opeiate tbe large flouring mills here la generated at White Kiver falls, about 20 miles be low tbe proposed point of diverson, and, as this company baa no power to spare, any attempt to divert tbe watera of White or Cedar and lioulder creeks. Its tributaries above their power plant,wlil be bitterly fought.
