HOOD ttlVER OLAOIER, THUR8DAY, AUGUST 13 1908. Six EVENTS IN OREGON I Complain Again! Kailroadg. Salem Repeated and persistent complaints have been coming In to the Kallroad Commission from ship pers of livestock from all parti of the ktate of the facilities for handling livestock shipments on the 0. R. A N. and Southern Pacific lines and the rate schedule system for single and double-deck stock cars. The com mission has been asked to take the matter up with the view of lndu ng the railroad companies to either pro vide, a more adequate supply of double-deck cars or to revise the rate schedule and make it more clear and equitable. The cost of chartering a double deck car for shipping hogs, sheep and goats is about 170 per cent of the rate of two single-deck stock cars. There Is a provision In the tariff under which, if the company Is un able to furntih a double-deck car when ordered, the shipper will be furnished with two single-deckers at the same rate. Few shippers, how ever, are aware of this and those who are not are frequently 'bumped' for the extra coat of two single-deck cars. Those who are wise to the sit uation put in an order for'a double deck car which they know the com pany cannot fill and reap the benefit. Island City in Ruins. La Grande The suburb of Island City, four miles distant from here, with a population of 300, Is practi cally in ashes. A conflagration last week from an origin unknown, gut ted the business section, leaving but one store building, and took Ave res idences up in smoke. Shortly after midnight Friday the fire was discov ered. The electric pump at the water station was temporarily out of com mlHHlon and before it was set ia mo tion the fire gained such headway it was hurd to overcome. The Pioneer Flouring Mill, with all its contents, wag ruined at a loss of $100,000; the Island City M. & M. Company's im plement warehouse and contents, representing a loss of $50,000; a ho tel, blacksmith shop, store, bank Luilding and five residences totaling o Iohb that will bring the grand total up to $175,000. The amount of In surance cannot be ascertained. The La Grande lire department sent- a special train and helped to conquer the flames, which for a time threatened to devastate the entire residence district. l'lnn for Itig Farming Colony, Sunipter A scheme involving much importance to this section of Eastern Oregon, is the settling up of a large tract of land in this vicinity and Whitney by a farming communi ty. The lands in question are tracts once covered with pine timber, which In recent years has been cut down. The land Is now idle and of no use except to' sheep and cattle-owners, who lense bodies of It for grazing pirrJiosoB.' It can be used by them but a short while, as the grass soon becomes scarce after' range stork roatn over It a few weeks. It has been demonstrated that the foothills of bench lands of this Bectlon are wonderful producers of hay with the assistance of Irrigation, which Is easy, as the country is well watered by large mountain streams. There are' thousands of acres of this land lying idle at present. Lucky Hoy Mine (Joes to Creditors. Eugene The Lucky Doy mining property In the Bluo River district, in Lane county, owned principally by Louis Zimmerman, of Portland, has been ordored sold to satisfy judg ments. Te decre Btates that Grant Phegley Is entitled to $354.80 as re ceiver of the company, which shall be the first paid out of the proceeds. J. W. Shumate's lien for $354.40, with attorney's fees and costs, is next stat ed, and then follows many others. The receiver of the Title Guarantee & Trimt Company la given a Judg ment for $1250 in trust for its at torneys' of reccrd, Snow & McCam ant, ami then follows the mortgage lieu of the defondant Title Guaran tee & Trust Company for $255,450. The decree then provides for the manner of salo and who may be the bidders thereat. Knocks nt Asylum Door. Salem Friendless and homeless, James Cm tilers, nine months in the United States, upplled to the Oregon Stale Innsane Asylum Saturday af ternoon upon tho ground that he was insane and that, if he runutlned at largo much longer he would do him self bodily harm. This Is the first . time within the memory of those connected with the institution that a person has made voluntary applica tion for admittance on the ground of Insanity. The case of Cruthurs is a most pit iable one. He came to the United States from Ireland with an Invalid mother, his father having died only n few months before. He had been in this country a few wooks when the mother died, and being alone In the world and unacquainted with American ways he lapsed Into an acute state of melancholia.
