Tbii was tba tsautt of tba elaetlon last Monday to deeide the question as to whether tbe city should boy tbe present water phot and pay 110,000 for it, besides $10,000 additional to lm Drove toe system tour different propositions bar Deen submitted to tbe freebold vot ers of this city for manioinal owner- snip ot water, xwo ejections were beld nearly three yeais ago to bring in water from tbe Tooker sprina. be sides baying tbe present system it terms could be agreed upon. It takes two-thirds majority to carry a bond ing proposition, and although there was a substantial majority in favor of toe project, it lacked tbe neoesearr two-thirds vote and failed to earry. in me meantime toe water company baa Improved their system, yet there is a senerai realms mat tbe oltv should own its own water system and that a moie adequate aupplv should be brought in, as the rapidjurowthfot the city will soon compel tbe bringing in of more wa'er. While tests made ot tbe present .system tail to Hud tb water unwboleaome, yet tbe building np of tbe olty is a constant menaoe to the future purity of tbe water, al though it may never be'oontamiuateH. 1 he hill la ptobably tbe worst off, tbe npper spring being too low to permit of sufSolent pressure to give good service, especially tor in (gating purposes, and tbe supply is also in sufficient for all purpose. Tbe third eleotion was eatled last summer to bring Io tbe water from tbe Tucker spring, owned by the city, with tbe provision to buy tba present system it terms could be as reed udou. This failed to oarry. A mass meeting was then beld, at wblob about Bfty or sitxy were present, and tbe eounoli oame in for a good deal of censure beoaase it would not pay W0, (XX) for the present system, in addition to bringing In tbe looker spring water. A revolution was passed at that meet ing, without a dlaseuting voioe, stat ing that "it was tbe unanimous 'sen timent of tbe meeting that the oltv council should not issue bonds In a sum any more than sufficient to pur chase the present system, stated to be $40,000, and whatever additional sum la necessary to Improve and repair it." A copy of this resolution waa mailed to each member of the coun ts 11. An article also appeared In a Portland paper stating that the coun cil bad mads a big blonder in calling an eleotion oontrary to tbe wishes ot amajoilty of tbe-citizens and bad gotteu itself into bad odor with tbe citizens for this reason. "While tbe council so'ed in sood faltb in its previous actions, aooord Ing to what it supposed to be popular sentiment, realizing that it mlsbt be mistaken, oalied this laat eleotion, to give tbe people tbe opportunity to oarry out tbe piovlelona of tbe uuanlaioos snotiinent" of the meet- ina. the result indicates that the people do not want tbe present sys tem, in spite ot the "unanimous sen tlinantV of tbe mass meeting. This will idttle the matter for tbe present, or until the city is forced to have mora water, wblcb will depend upon tbe growth of tbe olty and tbe uontlnued purity' of tbe present sys tem. Tbe new sewer which bss been ordered will drain tbe city lots around tbe lower spring and every precaution will be taken to protect the system until a larger supply of water will be necessary to supply the olty. Competent engineers have stated that there is sufficient watet In the Tucker rprlng to supply 10,000 inhab itants, notwithstanding tbe fait tbat a rep it was made at the mass meet ing quoted above that there was no more water iu that spring than in tbe present system, and tbat it could not be brought Into tbe olty with suffi cient pressure to be ot servioe to tbe bill residents. It may be tbat tbe city will be compelled to go to Mount Defiance for water in tbe future. However, tbe four eleotlons have fail ed to find out tbe will of tbefpeople and there is small probability tbat any other action w'll be taken by tbe city offlolals until tbe people agree upon what tbey want. It is also unfair tu the present com pany to agitate tbe matter further so loutf Rg tbe pieteut cystem is to be tiHH.t hy tbe city aud so long as it can be made to anwer the needs of the ojoimuolty. Tbe company is ready to make Improvement in the system, which will cost considerable money, and which they have .not eared to do while there was a proapeot of tbe sys tem passing out ot their bands. PROSPECT FOR OIL IN CROOK COJNTY. Plans have been made to begin at au early date prospeoting for oil in this vicinity and the numerous Indi cations of oil wblcb buve been found in this dl-tHd will be thoroughly prospected iu older - to determine whether or not oil exists bere in pay ing quantities. 1 bene plans have been perfected and It is estimated tbat tbere is anfiioient oapital behind the ente' prise to insure a thorough investigation of Ibe various proepeota, and aotual drilling .will b' gin juat as soon as sufficient Jeaee have been sc oured upon tbe land lu tbe immediate vicinity of tbe point wbere tbe first wells wilt be sunk. Frank Forrest, a promjpeot stockman ot this county, is now engaged in securing these lessee, which it is reported are being I very genarally slgued without oppo sition. j It baa been known for several years past tbat good oil prospects bad been ; discovered lu this section of Crook county and several years ago an op tion was taken on tba Dave Harnett ! ranb with a view to making a tbor 'ough Investigation of a prospect found ou his plaoe, but this plan ' never materialized, and np until this : time there baa not beeu au ttlort Itnade to follow op and test any of tbe noartanta. Thaaa inillMllnn. nil nave been found In a territory of considerable scope, covering practic ally all of tbla end ot western Crook oounty. It Is tbe plan ot tba present oroa pectors to sink several deen wells. prepaiations having been made to go to a depth of a thousand to fifteen hundred feet. Tbe leases under wbiob the prospecting will be conducted are liberal In tbelr provisions for th. laud owner, wboee Interests in tbe tana and in suy disooverv made noon it are amply proteoted. Among other provisions la the lease Is one tbat If no oil Is found In paving Quantities. bat water Is fonnd, tbe well beoomes toe property of tbe land owner with out any coat to btm eioept the aotual cost of the casing. If, however, ar tesian water Is found and no oil, tbe land owner agrees to parobeae tbe same ai me customary price of a well armed to a depth of UX) feet. Irra speotlve of whether tbe well has been drilled to a depth of 1000 to 2000 feet. And, soy rancher In this district can afford to pay tba price of a 600-foot drilled well to seoure artesian water on bis land. Io tbe event oil is found in paying quantities, tbe lease pro vides for a rovaltv of ten per cent ta tbe land owner, so tbat in any event be, tbe land owner, baa his interests taken oare of and cannot cat be bene fited by tba work dona on hla plant Tba leases also provide for an option on me tana, at a price nxed bv the owner.
