Ki t 7!l .17 121 Special Emphasis On Russian Contracts Slated LONDON (UPD Secretary of State Dean Rusk arrived today ; from Paris for talks with top- level British officials. Informed sources said the talks would range over the ! whole aspect of East-West rcla ! tions, with special emphasis on ' Britain's desire to keep up con I tracts with the Soviet Union. The secretary of slate is to meet with Premier sir Alec I Douglas-Home and Foreign Sec retary R. A. Butler. He told newsmen at Norfolk, "I'm de lighted to be here for talks with Mr. Butler." Declines Comment "We had some good talks in Paris and Im hoping to contirv ue them in London. But he de clined comment on the outcome of the NATO Paris meeting. "I'm not having a news confer ence here." Butler said earlier in the day he hoped to meet shortly wilh Soviet Foreign Minister Andrei Gromyko. Rusk sees Butler this evening at a working dinner in the foreign secretary's official residence. They will have a further meeting at the Foreign Office Thursday morning before join ing (he prime minister for lunch at his official residence, 10 Downing St. Preliminary To Visit Informed diplomatic sources said Rusk's stopover also will serve as a preliminary to Doug las-Home s visit to Washington in February for talks with President Johnson. Rusk and Butler both attend ed this week's North Atlantic Treaty Organization (NATO) ministerial meeting in Paris. Observers said although Rusk and Butler already have had discussions in Paris on the fu ture of Easl-West relations, they will he able to discuss the silualion in more depth here. The German government said last week the basis for these tariff talks had to be fixed be fore it would make any conces sions to French agricultural de mands. After a ministerial meeting today German Secretary of State for foreign Affairs Rolf Lahr said a formula for decid ing "disparities" during t h e tariff talks "has found favor with the German government and been accepted in prin ciple." Lahr said some aspects of the disparity problem remain to be worked out but he was hope ful this may he done in ihe coming days. He said that France, although also having reservations on the commission proposal, was gen erally in favor of it. The disparity problem arises because some U.S. tariffs are very high.
