BUSINESS SIGNALS FLASHING PROSPERITY Not ever have so many of the most reliable barometers of . U.S. business trends been flashing a signal of prosperity ahead at this ! s a s'age in an economic upturn. At midnight Dec. 31 our economy will enter its 35th month of , uninterrupted business rise, making it the second longest peace time upswing in 110 years of U.S. history. Yet "old" as this expansion is by every peacetime standard, It shows no signs whatsoever of fading away into another re cession. On the contrary, the upturn which began in early 1061 is still solid, still strong at the end of 1963 and the now almost : certain early passage of the massive across-the-board tax cut will keep it going in 19fi4. Among the most valuable business forecasting tools we have are 26 economic indicators selected out of thousands bv the National Bureau of Economic Research. Of the total 12 are "leading indicators," meaning they usually signal in advance business upturns or downturns; nine are "coincident indicators," meaning they usually move up or down as the economy moves up or down; five are "lagging indicators," meaning they usual ly go up or down after the economy as a whole has changed direction. 1 Here are the signals being given by these indicators in mid-December, 1963, in our non-bafflegab language of "good," "bad" or "fair-neutral." THE 12 LEADING INDICATORS Indicator Trend Signal (1) Average workweek, mfg.: up Good (2) Accession (hiring) rate, mfg.: off Bad -.(3) Layoff rate, mfg.: level Fair-neutral (4) durable goods, new orders: up Good (5) Housing starts: up Good (6) Com. & Ind. Bldg. awds.: level Fair-neutral 7) Net new businesses: level Fair-neutral (H Failure liabilities: up and down Fair-nculral (!)) Net corp. profits: up Good (9) Net corp. p-ofits: up Good (10) Common stock prices: up Good (11) GNP inventory change: stable Fair-neutral (12) Ind. raw materials prices: rising Good THE NINE COINCIDENT INDICATORS ,(13) Nonagric, employment: up Good (14) Unemploy. rate: stable Fair-neutral (15) Industrial prod.: up Good (16) GNP (current dollars): up .Good (17) GNP (1954 dollars): up Good (18) Banks debits outside N.Y.C.: up Good (1!)) Personal incomes: up Good (20) Retail sales: up Good .(21) Nonfood wholesale prices: stable Fair-neutral THE FIVE L..GGING INDICATORS (22) Plant & Equip, spending: up Good ,(23) Unit labor cost: stable Fair-neutral (24) Manufacturing inventories: up Good J25) Insa. credit: up . : Good '(26) Bank loan interest rates: stable-up Fair-neutral Only one of the 26 indicators is "bad" and that's the hiring rate in manufacturing. All the other indicators are cither good or fair-neutral and most of the fair-neutral signals easily could ;turn good uiuk.- the spur of the tax cut. On the eve of the 35lh month of an upswing, this is a most encouraging pattern and now we can at least count on tax cuts, effective Jan. 1, to sustain and speed our economic growth in 1964. The sources said the Roman Catholic pontiff is also prepar ing a Christmas message that will underline the significance of the pilgrimage. The mes sage will be broadcast to the world by Vatican Radio Dec. 23. The appeal from Bethlehem, sacred to all Christians as the birth-place of Jesus Christ, will be made on a date significant both to Western Christians and members of the Eastern Ortho dox Church. Proposal Considered Orthodox church leaders are considering a proposal to join the Pope during his prayer pil grimage as a gesture of Chris tian unity. Jan. 6, known as Epiphany, is celebrated in the West as the date when the Christ child was visited by the Magi, or wise men from the East. This is con sidered the first manifestation of the Jewish Christ to the non Jewish world. The Eastern Orthodox Church follows an old er tradition in commemorating the date as that of the baptism of Christ at the start of his min istry by John The Baptist Christian unity and peace were expected to be the key notes of the Pope's address on the final day of his two-day vis it to the Holy Land, which cur rently lies in the states of Is rael and Jordan. Greater Source of Energy Discussed DALLAS (UPI)-Seicntists to day discussed a possible source of energy that may be greater than ever a hydrogen bomb blast gravity. More than 100 scientists par ticipated in the three-day inter national symposium on gravita tional collapse. They exchanged ideas on how to harness the gravity pull of stars far in space. "Gravitation Is capable of yielding a hundred times more energy than the most powerful nuclear reaction," two of the scientists wrote. Prof. William A. Fowler of California Institute of Technol ogy and Prof. Fred lloyle of Cambridge University are the chief exponents of the idea that the primary source of energy is shrinking or gravitational col lapse of a super-star. Some Unanswered Questions Noted On Assassination 1 WASHINGTON (UP1) - For- mer U.S. Secret Service Chief V. E. Baughman said today ; that there were unanswered questions about President Kennedy's assassination that j "should be resolved." I Baughman, who guarded prcs ' idents as chief of the Secret Service for 13 years, said "the plain fact is that you cannot I protect the President from ev ery danger. And the greatest danger is from a sniper hiding in a high building." In a copyright interview with U.S. News & World Report, Baughman said he didn't know if the Secret Service did all it could to protect Kennedy be cause he wasn't in Dallas on the day of the assassination. "But I can't understand why Mrs. Kennedy had to climb over the back of the car as she did to got help," Baughman said. News photographs showed Mrs. Kennedy helping Secret Service agent Clint Hill into the presidential limousine after her husband was wounded. Baughman said that one rea son that agents weren't next to Kennedy on the running board of his car was that the White House wouldn't permit it. "The White House has been trying to avoid making it con spicuous that you're guarding the President closely," he said. Asked if there were any mis takes in the Dallas security pre parations, Baughman said, "as an investigator, I can think of a lot of questions, but I wasn't there. The only thing I can say is that the Secret Service docs not have enough men." DAlltYMKN TO MEET EUGENE (UPI) - The Ore Ron Dairymen's Association will hold its 17th annual meeting here Jan. fi-n.
