Their agreement now will be submitted to the two national governments, plus the provin cial administration of British Columbia, for confirmation. If all three governments in itial the accord, way will be opened for the final step in the long Columbia story submis sion of the thrce-vcar-old treaty to the Canadian Parliament for final ratification. Rifle Developed That Shoots Darts WASHINGTON (UPI) -The Defense Department is devel oping a rifle that shoots darts instead of bullets. A top Pentagon research ex pert said today the darts arc only an inch long and about the thickness of a pencil lead, but are capable of inflicting a gap ing wound almost as sevcro as that caused by a dum-dum bul let. He explained that the darts have little fins that keep them stabilized in flight. But when they strike flesh, they lose their stability and turn end-ovor-end in the wound. The early results were ob tained in a project known as "special n u r p o 8 e individual weapon" announced by the Army last February. (UPI)-A second change of venue motion was filed in U.S. District Court Wednesday on behalf of Team sters President James R. Hoffa scheduled to stand trial on jury tampering charges. Hoffa urged the court to move his trial, due to begin Jan. 6, to another city because of "ex tensive publicity prejudicial to the defendant." The, union leader and six others are accused of attempt ing to bribe and influence jur ors in Hoffa's 1962 conspiracy trial. A mistrial was declared when the jury could not agree on a verdict.
