Duncan, the freshman Democrat from Mcd ford, called the speech "superb and strong what I would ex pect from Lyndon Johnson." "It comes as close to express ing my philosophy as anything could civil rights to economy in government," said Congress man Duncan. Rep. Al Ullman, Baker Demo crat, called it a "very great speech very fitting, very strong he didn't hedge on any of the issues. It's the kind of statement I wanted him to make." Rep. Edith Green thought it was "magnificent." She said she agreed with the views John son expressed 100 per cent. The Portland Democrat who headed Kennedy's campaign in Oregon said: "I am tremendously pleased that he called for us to go forward and put into action the program for which Presi dent Kennedy lived and died." Fears Are Squelched For these liberal Democrats, that is the heart of the matter that Johnson gave every in dication of taking up where Kennedy left off, like a relay runner, and running the next lap with a fresh burst of energy. Any fears they might have had that Johnson might ditch the Kennedy program were squelched by his initial pledge to try to put it across success fully on foreign and domestic fronts. Congrcsswoman Green was heartened by Johnson's giving civil rights top priority. She was also encouraged when he urged Congress to act on pending education legislation, which is her specialty. She said she and Sen. Wayne Morse are going to take that to heart and see what they can do to send some edu cation legislation to the White House for the new President's signature. Congressman Ullman wished Johnson had come out specific ally for medical care for the aged tied to Social Security, but maiden speccn couldn t cover everything. He said he is cer tain Johnson will later endorse this Kenendy proposal, which is currently before the House Ways and Means Committee. Apparent Exception The only apparent exception taken by one of the Oregon dele gation was Sen. Wayne Morse, refusing to applaud when John said he knew that the short son spoke favorably of foreign aid. Morse recently led an all- out Senate attack on the admin istration's foreign aid program, resulting in a reduction of $500 million in the current foreign aid authorization bill. Otherwise, the major question is the congressional timetable. Mrs. Green, Ullman and Dun can interpreted Johnson's speech as a request for speedy action this year rather than putting off major decisions until next year as has been indicated on Capitol Hill by this year's slow pace. Mrs. Green said Congress should stay in session into the Christmas holidays be cause the lawmakers could give the American people no finer gift than some accomplishments in the field of civil rights and tax reduction, etc. Obviously, the liberal Demo- Budget Keeping Pace With Population Growth The Jackson County budget is keeping pace with the popu lation increase, County Judge Earl M. Miller has noted. The county's population has increased from 58,510 in 1950 to 82,346 in 1963. The budget increased from $1,299,117.33 in fiscal year 1948-49 to an estimat ed $4,612,291.30 in 1963-64. Of the 1948-49 budget, O and C receipts (money from timber harvest on the old Oregon and California Railroad lands now administered by the Bureau of Land Management) contributed $408,740.19 and other forest re ceipts brought in $41,698.62. In the 1963-64 fiscal year estimated O and C receipts are $2,356,903.24 and other forest receipts $327,549.07. The county road budget has increased from $539,128.14 in 1948-49 , fiscal year to an esti mated $1,609,062 in the current fiscal year. Total miles of county roads is now 970. Parks Budget Increase The county parks budget has increased from $3,000 in 1957-58, first year of the program to an estimated $105,472 for the cur rent fiscal year. In other words, in 15 years Ribbon Cut Opening Teen-Age Club Here Medford Parks and Recreation Director Robert Haworth cut the ribbon Wednesday for the grand opening of the Sugar Shack, a teen-age night club at 415 E. Main St., the old Walker's Dreamland. The club is operated by Floyd Courtright and is for mem bers only, from ages 13 through 20. Courtright said the club has an adult staff and a teen-age advisory council which includes two each of junior and senior high and college age. Membership in the club cost 25 cents and more than 200 teen-agers have joined, it was reported. The club has a soft drink bar and a juke box and live music is provided for Friday and Satur day night dances. An admission charge is made in addition to membership charges, it was ex plained. The club is open Monday through Friday from 3 to 6 p. m. and Wednesdays from 7 to 10 p. m.; Fridays from 7 to mid night; and Sundays from 1 to 7 p. m. The county parks budget in five years also has tripled. Forestry receipts, tne county s main in come, has just about kept pace. "This shows how important to our local economy the for esty Industry is," Miller pointed out. He also pointed out that O and C land in Jackson County cov ers 386,562 acres, national for est and public domain land, 488,138 acres, other non-taxable publicly owned land 7,502 acres and private land 519.288 acres. In other words, public land consists of 51 per cent in this county. Jackson County for the fiscal year 1962-63 ranked sixth of all Oregon counties in budgeted ex penditures. Multnomah County was first with $29,799,072; Lane County second, $10,383,727; Douglas County third, $8,805,685; Marion, fourth, $5,158,076; Clackamas County, fifth, $4, 728.352 and Jackson County, sixth, $4,373,761. crats think the time to strike for favorable action on these controversial bills is now, while there is a lessening of partisan opposition, a heightening of bi partisan co-operation with the new president. But the conservatives who hold many key legislative posts are expected to try to defer ac tion until after Congress returns in January, when perhaps the era of good feeling toward the slain president has diminished and is less likely to influence votes in favor of his pending legislative proposals which they oppose.
