MEDFORD, OREGON ALL THAT REMAINS Just a shell of a building is all that re mains of the Las Vegas Sun newspaper plant in Las Vegas after a faulty air conditioner exploded and set fire to the building, which houses the offices and presses, early Wednesday morning. Sun Publisher Hunk Greenspun Is away in Europe, but his staff is making arrangements to continue publication of the paper at another plant. (UPI) .; ' Director Forecasts Improved Economy PORTLAND UPI) Improved economies (or small rural coun ties were forecast Wednesday by Bernard: F. Hillenbrand, ex ecutive director of the National Association of Counties. He spoke at the opening ses sion of the annual convention of the Association of Oregon Coun- ties. , Rural counties, hit hard by decline in agriculture, will start to profit from increased interest in recreation, he predicted. He said this was especialy true of tne Nortnwest. Counties can take an Increas ing role in solving local prob lems ana at tne same time pre vent unwanted federal intervene tion, Hillebrand said. He urged increasing coopera- tion among counties and ap pealed for continued support ot tne national association. On the subject of urban coun ties, he proposed an "urban ad' visor" to work with the county commissioners, city officials and the federal government in inter preting programs which aoolv w neavuy-popuiated areas. I U.S. Bows to Cambodia Demands, Cancels Aid WASHINGTON (UPI) - The United States today wrote "fin- is" to an eight-year effort to bolster Cambodia's neutralist government with military and economic help. It had no other choice, t' State Department officials said a note was en route to Prince Norodom Sihanouk bow ing .to' his demand for termina tion of the 128 mUlion-a-year aid program : and -withdrawal of American military and econom ic missions. ' - More in sorrow than in anger U.S. officials predicted dire dif ficulties ahead for the 41-year- old prince who has sought to walk a tightrope between the Communists and the West. They expressed fear that left ist pressure, added to "unfound ed" suspicions of the United Mates, was pushing the strate gic Southeast Asian country into tne ummunist oreit. ,. Agree to Reqaeit The American note, officials said, rejected Sihanouk's allega tions that the United States was supporting exile "free Cambod ia" rebels plotting his over throw. But it agreed to his re quest for an end of programs which ' since 1955 have given Cambodia $365 million in U.S. aid, including $95 million in mil itary assistance. Authorities here viewed Siha nouk's actions with grave con cern for Cambodia would be a rich prize for Communist China in its drive to gain the resourc es of Southeast Asia. Angus Q. Morton, minister of the Church of Scotland at Cul ross, and the position of the Ro man Catholic Church. The Rev. Mr. Morton will speak at the University of Chi cago oriental Institute on 'The Pauline Epistles: A Scientific Approach," the' first in-depth explanation of bis seven year study. He has said the implica tions of the study have deep portents to Christianity, espe cially Roman catholics. . Confirms Opinion But the Rev. William T. Senate Committee Slashes Projects WASHINGTON (UPI) - The Senate Public Works Committee in a desperate effort to reach some agreement with the House Thursday slashed three contro versial projects from its latest authorization bill. The committee eliminated its approval for the Burns Creek Dam and Reservoir in Idaho, the Tortters Shoals Dam and Reservoir in South Carolina and Georgia and the Devils Jump Dam and Reservoir in Tennes see and Kentucky. At the same time the com mittee fashioned a bill which would provide two-year authori zations for all river basin pro jects at a cost of $784 million. The bill also included authori zations for six projects costing $166,847,000 which have been rejected by the house. The projects approved includ ed the Knowles Dam in Mon tana, the Cape Fear River Ba sin in North Carolina, the Flint River In Georgia, the Dardenelle in Arkansas, the Waureka in Oklahoma and the Missouri Riv er Rank stabilization. Mexican Worker Pleads Not Guilty KLAMATH FALLS (UPI) -The brother of a Mexican har vest worker sentenced to six years in the state penitentiary for the slaying of another har vest worker has entered a plea of guilty to being an accessory after the fact. Thomas Rodriguez, 22, ap peared in Circuit Court Wednes day. He was arrested a few hours after the body of Rudy Rodriguez, 43, was found In an irrigation canal near the Oregon-California border. The slay ing occurred in a Malin harvest camp. Isabel Rodriguez pleaded guilty to manslaughter shortly after the killing. The slain man was no relation to the brothers. Circuit Judge Donald A. Russia Supplies Arms Russia earlier this year sup plied arms for the first time-anti-aircraft guns and other equipment. The Kremlin also has offered to build a $40 mil lion hydroelectric dam and a technical institute. Chinese Communist assistance has been even greater. Peking has supplied Cambodia with textile, cement, metal working and other plants. Even the East European satellites Czechoslo vakia, Poland and Hungary have contributed some aid.
