Regional I News Six Candidates File lor Council In Jacksonville JACKSONVILE-Six persons filed (or three vacancies on the Jacksonville city council be fore filing deadline Saturday. Two council members whose terms will expire at the end of this year, Paul Goodward and Ruth Walker, were among those filing for office. Don Wendt did not file again. Others who will seek election to the two-year council terms are E. W. (Dusty) Hannon, Richard Souza Jr., and Bob Cosier and George McUne. The council decided last week that this year's city election will be held Tuesday, Nov. 5. A check on the petition of George McUne is being made by City Recorder Jean Hewlett to determine if he is a legal resident of Jacksonville. The city council will pass on the candidates at its 8 p.m. Tuesday, Oct. 15, meeting. Retarded Program In District 6 Discussed by Board Problems of the mentally re tarded program in district 6 were discussed when the board of directors met Tuesday night. Board members felt that an in dustrial arts program for the the group would not be feasible until supervisory and liability insurance problems are solved. Board members also discussed the October 15 tax referral. It was announced that the joint meeting of Oregon school boards and Oregon School Administra tors Association would be held in Portland November 14 and 15. Enrollment Up C. A. Meyer, superintendent of district 6 schools, reported that the total enrollment in the dis trict is 2,951, an increase of 8.2 per cent over last year. He announced that there will Be an adult welding class at Cra ter and if there is sufficient in terest there will also be an adult agricultural bookkeeping class. Meyer reported the outstand ing bonds are now $1,166,000, with a remaining bonding capa city of $2,593,544. Resignation It was announced that Dalton Straus had resigned from the budget committee. Since two members of the board were ab sent no appintment will be made until all members of the board can be present. Director C. W. Anhorn pre sided in the absence of chairman Wilton White. Director H. S. Deuel was also unable to at tend. In other action the board ex cused two boys from compulsory attendance. A proposed ordi nance to prohibit riding bicycles on public sidewalks in the city of Gold Hill was studied by Mayor Richard Straus and six council members at a regular meeting on Oct. 7. Recommendations for omis sions and additions to the pro posed ordinance were made and the city recorder, Ferd Jones, was instructed to prepare a bi cycle ordinance for considera tion at the Nov. 4 council ses sion. It was indicated that final action will be taken at that time. According to council members and Chief of Police Bill Young the riding of bicycles on the city sidewalks has reached a point where it interfers with the nor mal pedestrian traffic. Sazards Created It was stated that health and safety hazards are created when bicycles are parked on the side walk at any time, in any place, and often blocking the sidewalk completely. Since some bicycle riders fail to respond effectively to suggestions for giving people who walk on the sidewalk a fair Subdivision, Trailer Ordinances Eyed By Rogue River By LAURAINE LAWS Mail Tribune Correspondent ROGUE RIVER At the reg ular council meeting Oct. 10 Councilman Orvis Reeter acted as mayor during Mayor John Leyen's absence. Leyen is in the Veteran's Hospital, at Van couver, Wash. Councilmen present at this meeting were Lauren DeWeese, Loyd Morrow, Foy James and Arty Laws. George Magerle was unable to attend. The problem of trailer houses in the city of Rogue River was brought to the attention of the council. This problem has also been a topic of discussion in the past. However, at this time the council decided to adopt an ordi nance pertaining to the matter. This ordinance will not effect trailer houses now in Rogue Former Gold Hill Resident Working In Senator's Office GOLD HILL Richard Ham mersley, former Gold Hill resi dent is working part time in Sen. Maurine Neuberger's of fice, while he is a student at American School of Law in Washington, D.C., according to his mother, Mrs. Grover T. Mulkey. He started school there on Sept. 5. Gold Hill Library To Be Closed Tuesday GOLD HILL-The Gold Hill Branch Library will be closed Tuesday, October 15, according to Mrs. Frances Brown, libra rian. She said the library room will be used as a polling place (or voters in precinct 89 on that date which has been set for election of the Oregon Tax Measure. The recommended ordinance would prohibit any person from riding on any public sidewalk. It would be unlawful for anyone to park a bicycle on any public sidewalk in the city unless such a bicycle be parked parallel to and close to the building line and not be in front of any build ing entrance or doorway. No bicycle could be laid down on any sidewalk. The length of time a bicycle could be lawfully park ed would not be more than 15 minutes. Penalties to be specified in the proposed ordinance are: upon the first offense the bicycle in volved would be impounded by the city for a period of seven days. Upon any person's esecond offense the bicycle involved would be impounded for a pe riod of 30 days. Upon the third or later offenses the bicycle in volved would be impounded for not more than 60 days, and of fenders would be subject to a fine of up to $10 as well. Program Planned Police Chief Young said he will plan a program to help in form the youngsters of rules River that meet the city's ordi nance specifications, where the trailer owner owns property, has hookup to the city water and has adequate sewage disposal. But the new ordinance will not allow any trailers in the future to be parked in Rogue River, except at designated trailer parks. Robert Dames, city attorney, presented a proposed subdivi sion ordinance at this meeting to Prospecf Garden Club To Meet Tuesday; Park To Be Dedicated PROSPECT -The Prospect Garden club will meet Tuesday at 10 a.m. at the Prospect pub lic park to plant trees that have been awarded to the club for its conservation and beautifi cation efforts at the park, just east of Prospect. The award was given by the Richfield Oil company, and a representative of that firm will be present at 2 p.m. to dedi- cate the park. Local residents who are interested are invited to attend. Me k void Addresses Evans Valley Group On Tax Bill EVANS VALLEY-As part of its community service pro gram, Enterprise grange op ened its hall to a public meet ing last week to hear Alf Mck vold, Jackson county schools superintendent, discuss Tues day's tax election. Mekvold showed graphs and charts on a screen and ex plained the state budget, par ticularly with regard to edu cation. He voiced the opinion that a "no" vote on the tax bill would almost certainly lead to an in crease in property taxes or the possibility of presenting another sales tax proposal to the voters. He urged the voters to study the bill carefully and under stand what a !'yes" or "no" CP Firemen Seek Donations lor Truck CENTRAL POINT-Members of the Central Point Volunteer Fire department are soliciting donations to purchase a rescue truck. Don Milligan. assistant fire chief, explained today. The rescue truck should not be confused with a new pumper which the city is buying, he said. The pumper will be pur-1 chased with tax funds, the res- j cue truck with donations col lected by the firemen. Milligan issued the explana tion after some residents ap-1 narently became confused and bought the solicitors werej I merely persons posing as fire- a men. 1 1 I Altur unu for bicycle riders so that they will better understand the prob lem. Mayor Straus stressed that there will be no shooting of do mestic animals within the city of Gold Hill just because they are reported as a possible nuis ance by someone. Straus pointed out that shoot ing in the first place is in vio lation of the firearms law and in the second place the cat or dog might be some family's household pet and not just a stray animal. He encouraged residents to use proper channels as provided by public societies if bothered by a stray cat or dog. The mayor's order followed reports heard by the council of complaints about cats and dogs. Gold Hill has no dog ordinance but animals must be licensed in compliance with the Jackson county dog regulations. Council members agreed with the mayor. Representatives from Plum mer Enterprises met with the council to present plans for a duplex to be built on lots 14 and 16 in block 26 on First ave. Council action granted them a variance for a set back from the street. Plans shown were Council give the council adequate time to study it. No action was taken, but a special meeting will be. called in the near future after the council has time to meet with the Jackson County Plan ning commission, which will as sist the council in planning a new 42 lot subdivision. This new project is at the end of Main st. and at the junction of Wards Creek road and the old stage road, Gold Hill. Councilman Lauren DeWeese brought to the attention of the council, the property known as the old city dump. He told the group he thought it too valuable a piece of property to just aban don. A committee was appoint ed to study possibilities. Mr. Cook and Mr. Willard ap peared before the council to ob tain information of the city's building code, and pertaining to the new city streets built by the owners of the property which the city will maintain. They have purchased acreage on Pine St. and have started building one home and plan to build five more in the future. Several letters have been sent to the Southern Pacific Rail road by the city in recent years concerning the "rough and bumpy" condition at the rail road crossing on Depot st. on entering the city of Rogue River. So far nothing has been done about it. One of the councilmen wondered if the letters the city have written are getting to the right channel. The council ap pointed Loyd Morrow to investi gate. Gene H i 1 g e r, Rogue River maintenance man, was given permission to look at and check dump trucks for the future pur chase by the city. A dump truck is much needed at this time of year for hauling surplus dirt and rubbish obtained from cleaning drain ditches. An old ordinance pertaining to trial by jury will be revised. One of the principal changes will b to increase the juror's pay from one to five dolars per day. vote would mean. After the talk he answered a number of ques tions from the audience.
