Edward B. Jacobson, dis trict manager in Medford, has announced. According to the trustees, he said, "the overall financial status of the old-age, survivors and disability insurance pro gram is sound." Income from the schedule of tax contribution rates now in the law, the booklet points out, "is estimated to produce adequate income to pay the benefits now provided in the law to all pres ent and future beneficiaries, ana to pay the administrative ex Retired General Recalls Objection MONMOUTH (UPI) - Gen. Herbert B; Powell, who retired in January after 39 years of military service, recalls that he went Into the Army against the wishes of his father. Gen. Powell told of his fath er's objections to his early Army service at a luncheon meeting honoring him here. He said his father had been led to believe that most Army officers drank and sometimes gambled. Powell, now U. S. Ambassador to New Zealand, joined the Na tional Guard and continued his military association with the ROTC when he attended the Uni versity of Oregon. This led to his appointment to a regular Army commission after his graduation. He retired with four stars. Pioneer Road Work Nearing Completion Most of Pioneer rd. has been widened and surfaced except for a section for which the county needs a right-of-way through private property, County Engi neer Robert J- Carstensen said Friday. The area has been posted an nouncing that the county intends to acquire the right - of - way, Carstensen said. When completed, the widening and asphalt surfacing will cov er the entire length of road from Carpenter Hill rd. to Dark Hollow rd the county engineer said. The remaining half mile probably will not be done this season, he said. C. Douglas Dillon, secretary of the Treasury, is the managing trustee of the social security trust funds. The other two trustees are W. Willard Wirtz Secretary of Labor, and An thony J. Cclebrezze, Secretary of Health, Education and Wei' fare. The new publication, Jacobson said, is a summary of the de tailed annual report submitted by the t r u s t e e s to Congress earlier this year. By law, the trustees are required to report to Congress each year on the operations and status of the two social security trust funds dur ing the previous fiscal year and the anticipated operations and status on into the long range future. The summary of the report contained in the new booklet, say the trustees in a foreword, "is for the information on the many millions of people whose economic security depends, at least in part, on the continuing financial soundness of the pro gram." Combined Assets The new publication of the trustees notes that the combined assets of the trust funds will in crease by an estimated $3.1 bil lion over the five calendar years 1963-1967. While there will be an over-all increase in the assets of the trust funds, the assets of the smaller of the two funds the Disability Insurance Trust Fund is expected to decline. The trustees have recommend ed that the law be changed so that a small portion of the in crease in social security contri bution rates scheduled for 1966 will be allocated to the Dis ability Insurance Trust Fund. 'It this is done," according to the trustees, "it is estimated that both parts of the program, as well as the program as a whole, will have enough income from contributions and from in terest earned on trust fund in vestments to meet future benefit payments and administrative expenses. "Such an allocation would not affect the over-nil soundness of the program," the trustees said, "but would make for a more reasonable distribution of in come between the two parts of the program. No increase in the contribution rates is necessary; merely a reallocation of the rates between the two funds. Copies of "The Status of the Social Security Trust Funds' are available upon request from the social security district office at 1017 North Riverside ave Medford. Portland Attorney Meted Prison Term PORTLAND (UPI; - Port land Attorney Alton John Bas- sett, SB, was sentenced to two years in a federal penitentiary Thursday on Income tax eva sion charges. U. S. District Judge William Becks of Seattle pronounced the sentence after a stern 20-min-ute lecture in which he said the public image of lawyers al ready was bad enough without it being compounded by those who did not pay their taxes. Bassett was convicted by a ury of seven counts of income tax evasion. He was accused of paying $1,684 in taxes from 1955 to 1959, instead of $6,995 the government said he owed. 4-H NEWS Itngue Sadillc-llirs The regular meeting of the Rogue Saddle-liles 4-H club was held recently at the home of Dale Dracger. He will return here in Novem ber after obtaining a resident visa from Mexico. Then he will return to the home of Kecgan Townscnd, 2912 East McAndrews rd,, Medford. Townscnd will continue to help him with his translations. Portales has registered at the Medford High school to study beginning English, advance Spanish and mathematics. He hopes to obtain a job in the lumber industry and attend adult night classes when he re turns. Will Make Report When Portales completes his lumber industry studies he will make a report to Gilberto C. Rosas, president of Ponderosa De Durango, one of the largest Mexican lumber firms. There he hopes to continue in lumber in dustry administration. The Mexican has seven broth ers and one sister, all in some profession. His mother lives in Mexico City. He attended the University of Autonoma at San Luis Potosi in Mexico for four years and was a foreman at In dustrias Forestales Campo Mo rado and Ascrraderos del Pa cifico, two lumber manufactur ing firms in northern Mexico. While a foreman, Portales dis covered his native lumber indus try lacked precision machinery to turn out a properly finished product. Watches Lumber Phases The young Mexican watched the different phases of lumber manufacturing at Kogap and Elk Lumber companies in Med ford. He worked on the green chain for awhile to become bet ter acquainted with the actual nrocess. At night in the Town- send home, Portales would study diagrams of the various ma chinery, with his host helping him with translations. Before he left, the young Mexi can expressed appreciation to the officials of the lumber com panies who assisted him in his studies. It was a telephone call from Medford police which brought the two men together. Portales had sought lodging at the Grand hotel in Mcdtord but nobody could understand him. Someone called the police to seek an interpreter and the police in turn called Townscnd. After be coming acquainted, the Medford man invited the young Mexican to stay with him. PET TALK Sy M. . L. WORLD DAY FOR ANIMALS Long before there were hu mane societies and before there were any laws for the protection of animals, there was one man who felt so strongly about ani mals that he devoted his entire lite to being their friend and protector. For his many kind - hearted actions, the man is still remem bered today; in fact, one day in each year is devoted to his memory. The man was named St. Francis of Assisi. He was bom in the year 1182, in Assisi, Italy, the son of a rich father. He soon gave up a life of world ly wealth and luxury to live a simple life, traveling around helping the very poor people, animals and birds. He was a preacher, teach er and writer and he founded a religious society called the Franciscan Brothers. He died on October 4. 122fi, and today he is regarded as the Patron Saint of all animals and birds. That's why Oct. 4 is celebrated each year as World Animal Day a time for everybody to re member (he animals, in his hon or, St. Francis felt that the whole of God's creation was perfect I and showed forth in their lives the glory of God, their Creator, i Ry his strong example and his j life's work, St. Francis influ- enced ninny people to change i their view of the animal king dom and to look at it with love, respect and compassion. There fore, the world remembers him today as one of the first and greatest friends that animals ever had. lie wished that every Christian throughout the world should rejoice on Christmas Day and generously provide not only for the poor, but for ani mals and birds because God made them all, and loves them. Pets are important not only (or the hours of pleasure which they provide, but also for the lessons in right living which they teach: unselfishness and patience, outstanding qualities which help to build sound char actor. THE WEEK IN CALIFORNIA Senate Investigators No Organized Crime By United Press International California Attorney General Stanley Mosk told Senate inves tigators probing the shadowy crime syndicate Cosa Nostra that no organized crime existed in California. Mosk said more than 100 sus pected members of the syndi cate lived in the state, but that the "free enterprise" nature of the illegal narcotics market tended to squelch any monopo listic tendencies of gangs. This, Mosk said, was due to the fact that organized crime often was financed heavily by narcotics traffic but that Cali fornia was so close to Mexico a major source mat any rack eteer could procure narcotics on his own. Brown took the occasion of the "call girl" investigation to take another swipe at lobbyists, who he said had "gotten somewhat out of hand" due to "excessive entertaining and excessive ex penditure of money" during leg islative sessions. Brown has long blamed lob byists for the defeat of some of his major programs. On the "call girl" investigation itself Brown said it did not "produce any evidence." Brown said "We have a good legislature." He added, the "call girl situation was minor" compared to some of the bills introduced in the last session. Brown: Gov. Brown had words on taxes, transit problems and the bombing of a Birmingham, Ala., church by race terrorists that killed four Negro girls. Brown predicted in San Fran cisco that state services could be maintained at their current level without new taxes "for at least another year." He said he expected a $101.7 million sur plus at the end of the current fiscal period and nearly $20 million at the close of 1964-65. In Los Angeles, Brown de scribed the mass transit prob lem as a "time bomb ticking away." He said he would offer his solutions to the legislature in January. He called transit problems and race relations "two challenges ... of special and urgent importance." Earli er, Brown called on the gover nors of the 11 western states to help raise funds to rebuild the ; bombed Birmingham church. Brown is co-chairman of a na tional campaign to rebuild the church. He said Americans were "outraged and sorrowed at the senseless brutality" of the bomb ing. Hifkey: San Francisco 49er coach Red Hickcy, a fixture with the NFL club for a decade, resigned after the team, re portedly unhappy with Hickcy. lost its tenth straight game stretching back to last season. "I'm hoping they can salvage something out of the season . . . and don't think I'm down on football," was Mickey's parting j statement. Hickey, whose "shot-1 gun" formation made him fa mous for four games in 1960 and then collapsed, was re placed by 4!ler assistant Jack Christiansen. Water: A new water plan de-! signed to produce twice as much j water as the state now uses and ; sufficient for the needs of the j year 2020 was proposed by Gov. I Edmund G. Brown. The launching was de scribed a "complete success." Grass roots: Medical special ist Dr. Bernard W. Cassclman, Los Angeles, said a recent study of 1,000 narcotics addicts showed 991 of them leaned politically toward the Democratic Party, the other eight toward the Re publican party. Of the total, he said, two said they were con nected with organized crime and identified themselves as Repub licans. "This is just the way the statistics worked out," Cassel man said.
