More Civil Rights Complaints Studied PORTLAND (UPD -The lo cal chapter of the National As sociation for the Advancement of colored People indicated today it was studying (he possibility of filing more civil rights com plaints against the Portland Housing Authority. A complaint was filed with the Slate Civil Rights Commission Monday by .limmic Proctor, a Negro who said he filed an ap plication for an apartment in the new Northwest Towers near ly two years ago and was told he was high on the list. When he checked three weeks ago, he said, he was told there were WW ahead of him. NAACP pickets appeared at City Halt Monday, but did nut show up Tuesday. Mayfield Webb, NAACP branch president, indicated they may return later.
