ex-Oregon congressman
said Tuesday the Internal Rev
enue Service has attached some
$50,000 of his funds for alleged
back taxes.
A. W. Lafferty said the IRS is
seeking the judgment on a legal
fee of more than $100,000 he re-
; ceived in 1958 as his share of a
court allowed fee involving Ore
gon and California Lands timber-sale
income.
Laffarty also said the state is
"reaching for about $18,000."
Fred Hoefke, a member of the
State Tax Commission, said the
commission seeks $18,266. yi0in
tax and penalties, aiftl that dis
traint warrents calling for that
amount have been filed in Mar
ion county.

Problems in Latin
America Discussed
At Knife, Fork Club
Problems in Latin America
and background as to what
caused them were discussed
Tuesday evening at the first fall
meeting of the Rogue River
Valley Knife and Fork club at
the Rogue Valley Country club.
Speaker was Dr. Hubert Her
ring, lecturer, author, and edu
cator whose topic was "The
Chips Are Down in Latin America."
Or. Herring described the vast
contrasts between wealthy and
poor in Latin America, com
menting on illiteracy, poverty
and over-population.
The speaker felt that no one
knows what to do about the
problem, but stressed that any
solution would bo costly.

how impirtant the Latin Ameri
can countries are to the Western
Hemisphere and the increase of
Communism, Dr. Herring
plained.

Complaints Studied
PORTLAND (UPD -The lo
cal chapter of the National As
sociation for the Advancement of
colored People indicated today
it was studying (he possibility
of filing more civil rights com
plaints against the Portland
Housing Authority.
A complaint was filed with the
Slate Civil Rights Commission
Monday by .limmic Proctor, a
Negro who said he filed an ap
plication for an apartment in
the new Northwest Towers near
ly two years ago and was told he
was high on the list. When he
checked three weeks ago, he
said, he was told there were WW
ahead of him.
NAACP pickets appeared at
City Halt Monday, but did nut
show up Tuesday. Mayfield
Webb, NAACP branch president,
indicated they may return later.
The NAACP has called for the
resignation of too housing au
thority officials, who have
nied there is discrimination
situation shouldn't be a political
question.
He reviewed the Alliance for
Progress program, and called
the required land and tax re
forms as "sticky problems."
Dr. Herring called Mexico the
"most stable" of the Latin
American countries, comment
ing that it was economically on

He felt it was "all right to
bet" on Argentina, as the coun
try has the most resources, no
race problem and is Ihe most
literate. He called Brazil a "des
perate situation" as money sent
