Capitol Memo Cigarette, Sales Tax Favored by Poll at State Fair By ZAN STARK SALEM (UP1) - A straw poll at the recent State Fair indicated if new tax revenues jy5Rn erp needed, , t h e v should come from ciR arctte and sales taxes. The poll was conducted j by the secre ; tary of state's office as part of a test of a j new voting dc- siark vice and was serious effort to determine public feclinR on the revenue issue. The poll did not ask whether votors opposed any new taxes or wanted a change in the state's present sources of rev enue. That question may have to hp decided by Gov. Mark Hatfield and members of (he legislature after the Oct. 15 tax referen dum election. Poll Significant But the State Fair poll was significant in the light o a recent report issued by Com merce Clearing House, an or ganization which reports on tax and business laws. Oregon is the only slate thai does not tax cigarettes. There are 37 states wilh a sales tax, and of these. :!0 re ceive the biggest part of then operating monies from the sales tax. Sales tax collections total ed $5.5 billion in fiscal lj-i;:i. almost a quarter of Ihe $22.1 billion total state lax collec tions. Second highest money pro ducer was the state income tax which garnered $-14 billion. Thirteen states looked to in come taxes as their major source of revenue. New York collected 58 per cent of its operating money this way. Ore gon was next with 54 per cent. Taxes on gasoline were Ihe top revenue producers in six states, and one state. Louisiana, looks to a severance lax on re moval of natural resources as its chief tax yield. Produces Huge Amount Montana last year switched its best revenue source from the income tax to the gasoline tax, reflecting a long-time see saw between the two as Ihe state's top money producer. One of the appeals of a sales tax is that it produces a huge amount of money, but does so less painfully. Instead of getting an annual income or property tax bill, taxpayers pay pennies nr. The State Tax Commission estimated a 3 per cent sales tax would produce $90 million a year in Oregon. Man y sales tax proponents say tourists would share the burden of a sales tax. Tax ex perts say the amount paid by tourists would be insignificant. It's the resident taxpayer who would be stuffing the tax cof fers pennies at a time. Oregonians have voted down sales tax proposals five times. Some legislators, however, feel it's time to try again. Oregon Escapee Guilty of Robbery MINNEAPOLIS. Minn (UPI) A mental hospital escapee from Oregon Wednesday plead ed guilty to first degree rob bery and will he sentenced Oct. 28. ' Royal K. Hayes Jr., 26, en tered the plea before District .liitlge William C. Gunn. Hayes was accused of robbing a Minneapolis drug store of sev en bottles of assorted drugs valued al about SID. His trial was postponed until a psychiatric examination found h i m mentally competent io stand trial. Oregon authorities are seek ing the return of Hayes, saying he left the slate hospital at Sa lem, early in August. He had been committed to the hospital in Vm2 following the slaying of a security guard at the Oregon Journal building. HillsboroMan Petitions for Post HILLSBORO (UPI) - Lf on Davis, former state legislator trom Hillshoro. Wednesday re turned the first completed peti tion asking that he be appoint ed to a vacancy in the state House of Representatives from Washington county. The vacancy was created by Hie appointment of Rep Robert Jones, (R-Portlandl to the Mult nomah County Circuit Court. However, Republican officials said il probably would not be filler! unless a special session of Ihe legislature is called.
